Responsible for the coordination and completion of strategic IT projects related to eHealth modernization within the Consumer eHealth unit which is primarily responsible for implementation of Provincial facing services. Oversees all aspects of project management including setting deadlines, assigning responsibilities, and monitoring and reporting on project progress. Builds and maintains working relationships with team members, vendors, other departments including Provincial Health Agencies and external stakeholders involved in projects. Prepares reports for upper management regarding status of project.
- Compile project charters and business/project plans to support activities, including the most suitable approach to be used in the development of each applicable project, to ensure business objectives and data integrity are achieved.
- Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the Ministries enterprise architecture and overall objectives.
- Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
- Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders including external audiences.
- Develop strong partnerships, through consultations and engagement sessions to gather input from a diverse group of internal and/or external stakeholders on key issues and business requirements to support projects.
- Manage multiple projects, project resources and project governance.
- Work with project sponsors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.
- Manage relationships and overcome hurdles to ensure win-win solutions.
- Collaborate with business and IT leadership to develop a well-defined project plans that clearly states the projects objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
- Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
- Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
- Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
- Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
- Develop, as required, related requirements documentation.
- In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
- Responsible for managing and coordinating the delivery of components for identified projects and operational considerations for new system development including external stakeholder engagement, change management activities and communication support.
Note on Hybrid work:
The PM will primarily work remotely; however, the resource may be required to attend meetings or work sessions in office on reasonable notice. At the time of providing such notice, the PM will be advised of the expected duration of any such meetings or work sessions.
Qualifications
- Must Have
- Education
- Bachelor degree, diploma or certificate in IT, Computer Science or related field of study.
- Work Experience
- 5 years experience developing project deliverables including project charters, business cases, briefing notes, status reports, risk logs and project closures.
- 5 years experience successfully implementing IT solutions in an environment with project resources from across multiple teams or organizations.

- Professional Licenses/Certification
- Currently active PMP or PGMP Certification as issued by the Project Management Institute or equivalent
- Work Experience
- Demonstrated experience in the development, implementation or support of solutions aimed at citizen engagement or citizen access to their personal health information.
- Demonstrated experience working in the health industry and knowledge of business practices, information, data and technology requirements.
- Experience developing and maintaining positive stakeholder relationships across the organization, including executive level.
- Experience developing change management deliverables including Change Strategy and Plans, Training Strategy and Plans, Stakeholder Impact Assessments, Communication Strategy and Plans.
