Description
Background Information:
This procurement will set build and execute on the foundation pieces of the patient access identity service, including a multi-year project plan.
The provincial government is committed to building a modern, connected and sustainable health care system that starts and ends with the patient. Ontario Health has been tasked to work with the Ministry to implement the digital first for health (DFfH) strategy to deliver a more modern, integrated and digitally-enabled health system experience for patients. Additionally, Ontario Health is devoted to aligning with and helping to advance the Ontario Government's Ontario Onwards Action Plan to achieve a modern, efficient, and customer-focused government and agency.
Must haves:
· Strong working knowledge of the full Project Management LifeCycle (PMLC), Project Management Body of Knowledge (PMBOK) based as well as some exposure to the Software Development LifeCycle (SDLC)
· Experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards
· Experience with Information Management principles, concepts, policies, and practices
· Experience managing and coordinating project monitoring, anticipates and troubleshoots issues, provides ongoing expertise, resolves problems, and provides project effectiveness
· Experience identify conflict between project and functional areas and develop responses to successfully address conflict
· Experience handling client relationships, managing expectations, providing updates as required, identifies potential conflicts between project and functional areas
· Experience in managing delivery teams of various sizes and scope (may include staff, consultants, vendors)
· Experience with and knowledge of Microsoft Office tools, Microsoft Project and Microsoft Project Server
· Sound knowledge of finance and project cost-accounting principles and practices with demonstrated experience with managing project budgets
Responsibilities:
- Provides project management on large scale, complex, high profile and risk projects
- Ensures project deliverables meet clients' business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with project management methodologies and frameworks.
- Gathers and develops requirements to create and maintain a detailed project schedule and/or integrated plan.
- Ability to monitor and forecast project costs and provide reporting and input to ensure targets are met
- Experience developing and managing project schedules, deliverables, and scope
- Ability to promote I&IT project management best practices and adherence to standard methodologies
- Extensive experience coordinating and monitoring project processes, and developing/communicating guidelines and procedures
- Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates, forecasts, and reconciliation/confirmation of actuals.
- Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed.
- Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers.
- Establishes and participates in steering committee and stakeholder forums
- Provides, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
- Uses appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects – concept, definition, planning, implementation and close-out.

1) Experience with project management on large scale, complex, high profile and high risk projects.: 25 Points
2) Experience managing and coordinating project activities and teams, including troubleshooting and resolving issues, providing leadership and ensuring project effectiveness.: 25 Points
3) Experience handling client relationships, managing expectations, providing updates as required, identifies potential conflicts between project and functional areas.: 20 Points
4) Experience with project reporting and supporting tools including knowledge of Microsoft Office tools, Microsoft Project and Microsoft Project Server.: 15 Points
5) Experience working in health sector and/or government.: 15 Points
Total Evaluation Criteria: 100 Points (70% of scoring)

Deliverables
Deliverables include, but are not limited to:
· Accountable for on time, on budget completion of assigned projects following the Ontario Health's project governance framework and project management methodology
· Responsible for resource management, scope management, budget and schedule management for the assigned projects
· Maintain sound working relationship and effective communication with project stakeholder and team
· Develop project charters, project plans and other project artifacts as required
· Organize and lead project team meetings
· Ensure effective project change control
· Provide financial forecasts, actual against budget tracking and report progress to stakeholders
· Proactively manage risks, and systematically resolve or escalate issues
· Ensure project reporting and forecasting is timely, accurate and appropriate for the various stakeholders
· Follow Ontario Health's methodologies and provide feedback for continuous improvement
· Adhering to and promoting Ontario Health policies and standards, including privacy, security and architecture
· Manage transition to an operational environment
· Responsible for managing working relationships with vendors and delivery partners as required
· Provide knowledge transfer documents and conduct knowledge transfer sessions for all the above deliverables with assigned Ontario Health subject matter experts.
Deliverables Include:
- The Sr. Project Manager will support the program management of the Digital Identity project. The key high-level deliverables including,
- Support the development of the digital identity program, service and operations.
- Outputs include, but not limited to: Develop integrated project plans, ensuring accurate and appropriate inclusion of deliverables, milestones, project budget, resources, inter-project dependencies and progress reporting
- Experience managing and coordinating project monitoring, anticipates and troubleshoots issues, provides ongoing expertise, resolves problems, and provides project effectiveness
- Outputs include, but not limited to: Develop project charters, project plans and other project artifacts as required, organize and lead project team meetings.
- Responsible for managing working relationships with vendors and delivery partners as required.
- Outputs include, but not limited to: track engagements, maintain status reports and proactively identifying risks.
- Maintain sound working relationship and effective communication with project, team and external stakeholders.
- Outputs include, but not limited to: monitoring project document repository and ensuring all documents are reviewed and maintained in the repository track engagements, and schedule meetings.
Term: 1 position for 130 business days
Ontario Health assets including laptops and related equipment cannot be removed from the province of Ontario without prior written approval from Ontario Health.
Assignment Type: This position is currently listed as "Hybrid". The resource under this request will be required to work onsite as per Hiring Manager sole discretion.
Knowledge Transfer Details:
· The Candidate will ensure full knowledge transfer is provided to the Ontario Health team before end of engagement.
· The candidate must provide installation, design, development, and migration related documentation as part of knowledge transfer.
· All code, configuration, and documentation built by the candidate as part of this engagement is considered Ontario Health material.
· The candidate must complete all knowledge transfer at the latest two weeks before the end of the contract and it must be signed off by the Ontario Health Hiring Manager.
