Work Location: In Fredericton
QUALIFICATIONS/EXPERIENCE
Innovation and eHealth Branch (IEH) is seeking a resource with the following qualifications and experience:
Mandatory Requirements and Experience
  • A Bachelor's degree in Computer Science or a related discipline (an equivalent combination of education and experience may be considered).
  • 20 years of relevant experience in a Senior Project Manager role.
  • 12 years of Senior Project Management experience in the digital health/eHealth space in a Canadian jurisdiction.
  • 20 years of IM/IT experience.
  • 5 years of demonstrated experience as a Senior Project Manager leading project that deliver solutions on the Salesforce platform.
  • Must be available immediately to work onsite at the Department of Health's Central Offices in Fredericton, NB upon contract assignment.
  • Vendor submissions are limited to two.
Desirable Skills and Attributes
  • 10 years of demonstrated experience with technology projects in the eHealth space - preference given for this experience having been obtained in the role of Senior Project Manager.
  • 10 years of experience in communication planning, coordination, and implementation, including delivering presentations to internal and external stakeholders.
  • 10 years of experience managing large, complex projects that:
    • Cross multiple business units and organizations (more than 4 or 5).
    • Involve multiple direct project participants (more than 15).
    • Operate for an extended period (more than 1 year).
    • Address business transformation and technical issues.
  • 10 years of experience in project execution activities, including issue/risk management, change control, implementation, and transition.
  • 5 years of experience overseeing a team of specialists on information technology development projects.
  • 2 years of experience with interprovincial initiatives.
  • 2 years of experience in a shared services environment.
  • A recognized Project Management certification is required.
WORK LOCATION AND TRAVEL
  • The resource must be available to work full-time on-site in Fredericton, NB.
  • A hybrid work arrangement (on-site and off-site) may be considered at the discretion of the Department of Health (DOH) after the resource has been adequately integrated.
  • Office space, technology, and necessary access will be provided at RBC Place, Fredericton, NB, for the duration of the engagement.
Travel Responsibilities:
  • If the proposed resource is based outside of Fredericton, the vendor is responsible for all travel costs and time associated with commuting to and from Fredericton.
  • If travel within the province is required:
    • The Department will cover expenses for travel outside of Fredericton as part of this assignment.
    • Travel, meals, and lodging expenses will be reimbursed at the Province of New Brunswick employee travel rates.
DELIVERABLES
The resource will be responsible for the following tasks and deliverables, including but not limited to:
  • Oversight and direction of assigned projects to ensure proper execution and delivery, including:
    • Project scope, schedule, and cost management using project management methodologies.
    • Project timeline and resource planning with continuous monitoring.
    • Budget planning and monitoring to ensure financial control.
    • Communication planning, coordination, and implementation across stakeholders.
    • Issue and risk management to address concerns, changes in scope, and budget overruns.
    • Team management , including coordination of internal and external resources.
    • Preparation of status reports to track progress and provide insights.
  • Regular reporting to DOH Executive Management as required.
  • Attendance and reporting at Steering Committee Meetings for individual projects.
Compliance Requirements
  • The selected individual must sign a Non-Disclosure Agreement (NDA).
  • Completion of the Department's Privacy Training is required before starting the assignment.
