Job Description:
  • This project is intended to successfully replace 10 aging legacy mainframe systems with a modern, adaptable, and efficient application and data architecture by March 2026. It is divided into three principal phases for planning and management purposes, described at a very high level below:
  • Phase 1: Kickoff and Design: (Complete).
  • Phase 2: Acquisition (Complete) and Build (Current): Acquisition of solution components, the design and configuration or customization and integration of the modernized application and data architecture, its acceptance, and related change management planning.
  • Phase 3: Implementation (Fall/Winter 2025): Internal and external stakeholder technical and business change management, verification of the solution s integrity, cutover and mainframe system decommissioning.
  • The focus of this project will be on the replacement of existing functionality through implementing the TMS, with the intent of minimizing change to internal and external stakeholder systems or processes and to reduce complexity and risk.
  • It also intends to deliver an initial instance of a core banking data repository.
Project Management Work Requirements:

  • Working approximately 35 hours per week, the Project Manager will play a crucial role managing the project plan through the remaining phases for implementing the new TMS solution. In addition, the project team consists of two business analysts, BCM business units, BCM s IT team Information Services Branch (ISB), the vendor, and BCM business partners.
  • Below outlines the tasks and responsibilities for this position:
  • 1. Function: Project Plan development and maintenance / project work controls CORE
  • Description (All under direction, oversight & guidance of Project Director):
  • Planning session facilitation; work plan development, integration and ongoing maintenance; status analysis; work assignment report / view development; status and work assignment meeting leadership and note taking
Desired Skills / Experience:
  • Experience with:
  • Team leadership, planning session leadership.
  • Complex project work plan construction and maintenance (reasonably advanced MS Project skills).
  • Project team meeting leadership.
  • Project status analysis and solution or recommendation development (slippage or overage resolution).
  • Standard project management documentation writing.
  • Ability to work with and support multi-discipline project team.
Function:
  • Description (All under direction, oversight & guidance of Project Director):
  • Support to project director in (rather than independent work regarding): preparation of detailed and dashboard level status reports; governance meeting decision / review material assembly and packaging; governance meeting planning support; governance meeting minuting.
Desired Skills / Experience:
  • Experience with:
  • Status report development both detailed and executive dashboard levels.
  • Agenda and minutes development for senior mgmt. or executive meetings.
  • Meeting material assembly packaging and quality assurance.
  • Senior management consultations re priorities, subject matter, etc.
  • Risk planning session facilitation; risk identification / analysis / mitigation planning; risk management update gathering and analysis; risk management team leadership (TBD); risk register maintenance; risk escalation support (link to governance above).

Scope Change Analysis And Management Support:

  • Structured process administration (change mgmt. in this case).
  • Change request triage (urgency, decision level).
  • Change request impact and alternatives analysis.

Business Analysis Supplementation Discretionary:
  • As / If Required: Occasional support to / supplementation of project business analysts in the development of related deliverables including analysis, resultant or conclusion development, documentation and imagery development, etc.
Desired Skills / Experience:
  • Intermediate business analyst skills (ability to take on small independent business analysis projects, or provide support to senior business analysts).
Candidate Qualifications:
  • The Project Manager is required to have the following skills and experience:
  • Have a minimum of three (3) years of experience within the last seven (7) years as a Project Manager for IT project.
  • Have an undergraduate degree (e.g. BA, B.Client, information technology, engineering or other technology related field).
  • The Province will consider certification as a CA, CMC, CMA, CGA, or CFA as an alternative to a conventional undergraduate degree.
  • Preferably have a PMI Project Management Professional (PMP ) designatio.
  • Have ability to make effective use of technology (e.g. special product knowledge such as Microsoft Project).
  • Provide project examples that clearly demonstrate experience on at least three (3) projects of eight (8) months or longer duration, which includes strong communication skills to lead stakeholders from multiple groups with diverse interests to consensus on project scope, objectives and responsibilities and liaison with Ministry management and staff.
  • Provide project examples that clearly demonstrate three (3) or more years in managing multi-disciplinary teams (e.g. core business staff, professional employees, middle managers and other private sector contractors) and developing feasibility studies, business cases, and treasury board submissions.
  • Provide project examples that clearly demonstrate experience in preparing project charters, master project plans, providing risk analysis and risk management, and coordinating Ministry resources and contractors to achieve project objectives.
  • Provide project examples that clearly demonstrate experience in managing change requests/budget requests including:
  • Cost estimates.
  • Schedules.
  • Resources required to deliver integrated solutions.
  • Deliverables.
  • Inter-dependencies on other tasks/sub-projects/Ministries projects; and
  • The Project Manager will possess demonstrated expertise on projects with the following characteristics:
  • Medium complexity and/or sensitivity (usually small to medium scope in a fairly static business environment with limited need for scope adjustment).
  • Multiple stakeholders (typically involving interaction with a cross discipline team represented by several interested parties) such as:
  • Government (e.g. a provincial government).
  • Broader public sector (e.g. a crown corporation, municipality or agency), and.
  • Routine timelines and budgets generally not exceeding $5 million and usually under one (1) year in duration.
  • Impacts may be to all of government, broader public sector, private sector and to large components of citizenry.
  • In addition to the skills and experience set out above, the candidates must demonstrate the following additional skills and experience:
  • Needs experience with team / committee leadership and meeting facilitation where the attendees include the project team, clients and vendor representatives.
Communication Skills:
  • Comfortable facilitating video conference meetings.
  • Comfortable moderating discussions with many participants and differing points of view.
  • Good communication skills both spoken and written.
  • Clear and concise note taking and action item tracking during a meeting.
  • Experience creating, editing and presenting using recent versions of Microsoft PowerPoint.
  • Experience creating editing and presenting data and outputs using recent versions of Microsoft Excel.
  • Should have experience facilitating issue resolution discussions that meet expectations of clients, and vendors while adhering to the project's scope, timeline and budget.
Mandatory Criteria:
  • Proposals not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration during the evaluation process.
