Your New Role:

The Health, Safety and Environmental (HSE) Manager, under the direction of the Construction Health, Safety and Environmental Officer, will be responsible for performing and assisting in the support of the company Health and Safety initiatives, new hire orientation and both job site and office compliance. The HSE Manager will assist in the oversight of all trades/subcontractors to ensure compliance with all relevant health and safety regulations and legislation; develop, implement, and maintain health and safety policies and procedures and all related administrative controls. You will assist in conducting job hazard analysis for all job tasks and ensure development and implementation of safe work practices and procedures for each; ensure use of required personal protective equipment; ensure implementation of emergency evacuation and rescue plans; elimination of unsafe work practices; develop site specific safety plans and procedures; issue safe work permits; conduct site inspections and complete inspection reports; assess and ensure completion of all required safety training; arrange and/or conduct onsite safety orientations, training and safety talks; conduct accident and incident investigations and report completion; early return to work and modified work plans, W.S.I.B reporting and administer proper procedures.

This is a full-time, permanent position based out of our North Bay, ON office. Project sites vary from North Bay to Sudbury and across much of Central and North East Ontario. Company Vehicle will be provided.

Specific Duties and Responsibilities:

While the HSE Manager is responsible for a multitude of duties, the main functions include:

  • Ensure the Corporate Health & Safety Policy is continually updated and reviewed at a minimum of annually.
  • Support in auditing the procedures and activities to ensure that they meet company guidelines and legislative requirements.
  • Complete inspections to ensure compliance, conduct training to educate employees, and maintain documentation of those activities.
  • Ensure that the COR IHSA certification is continually in good standing.
  • Assist in continually improve, evaluate, implement, and maintain health, safety and environmental policies and procedures to protect employees and comply with company, provincial, federal, and local regulations.
  • Assist in planning, schedule, coordinate and conduct safety, orientation, and quality training. Identify, further develop, and deliver training programs in a manner that raises employees awareness and enables employees and supervisors to work safely.
  • Assist in performing Hazard Assessments (including Traffic Control and/or Confined Space Risk Assessments as applicable), Develop Traffic Control Plans, Hazard Risk Mitigation Plans, Site Safety Plans, Emergency Response Plans as required and outlined in the Corporate Health & Safety Policy manual.
  • Provide leadership/guidance/resource to all employees as may be required with respect to Health & Safety. Act as a resource person for the JH&SC and ensure that the content and frequency of the Committee meetings and Workplace Inspections occur as scheduled/outlined in the Corporate Health & Safety Policy and Incident/Injury Prevention Program.
  • Maintain relevant Health, Safety and Environmental logs and documentation.
  • Conduct regular unannounced walk through of work areas and talk to the personnel to identify their concerns. Communicate safety and health issues to the workers in a manner to help them understand why they are important and addressing them is for their benefit.
  • Develop and administer workplace safety and environmental initiatives and lead continuous improvement efforts in those areas, utilizing effective communication skills (verbal and written).
  • Ensures daily, weekly, monthly, and annual inspections and audits are completed as necessary to comply with local, provincial, and federal regulations.
  • Assist in the enforcement and compliance of regulatory requirements (OH&SA, Construction Regulation, WHMIS, etc.) including company Health and Safety policies and procedures.
  • Assist in emergency response and provide first aid guidance.
  • Conduct Incident Investigations in a thorough and timely manner. Ensure all documentation is in proper order and complete. Determine root cause of incident and formulate corrective and preventive actions/recommendations. Script reports and distribute as outlined in the Corporate Health & Safety Policy.
  • Establish recurrence prevention plans and follow through. Recognize input from employees that improve safety and health in the workplace.
  • Participate and Assist the Pandemic Response Team when required.
  • Keep updated of health, safety and environmental regulation changes that affect the organization.

Quality:

  • Adheres to all processes and procedures in the Sullivan Integrated Management System (S-IMS).
  • Ensures the quality of produced efforts reflects the Sullivan quality standards core values.

What You Will Need to Succeed:

  • College diploma in relevant field and/or Occupational Health and Safety Certificate preferred.
  • Minimum 5-10 years experience in this position or similar.
  • Proficiency in Microsoft Office (Word, Excel).
  • Knowledge of the OHSA and Regulations.
  • Comprehensive understanding of the Health, Safety & Environmental management practices, principles, and procedures.
  • Driver abstract in good standing required for use of company vehicle.
  • Must be able to obtain and maintain a Level II Secret government clearance.
