Salary: $80,000.00-$90,000.00 + bonus/commission

We are looking for the 360 IT Services Account Manager to drive business growth by managing federal government accounts, securing contracts under TBIPS, THS, and ProServices procurement vehicles. The Manager will have advanced communication skills and will maintain strong relationships with both clients and candidates.

This role involves business development, proposal creation, contract management, and consultant recruitment to ensure the successful delivery of IT and professional services to government agencies.

The 360 Account Manager will acts as a trusted advisor to federal clients, identifying opportunities, responding to procurement solicitations, and ensuring compliance with government contracting regulations. They also will serve as a liaison between clients, consultants, and internal teams, ensuring successful placements and contract execution.

Responsibilities

Business Development:

  • Monitor federal procurement portals (e.g., BuyandSell.gc.ca, CanadaBuys) for TBIPS, THS, and ProServices opportunities.
  • Analyze RFPs, RFSOs, and RFSAs to determine bid requirements, evaluation criteria, and mandatory conditions.
  • Engage with government clients to understand their service needs and upcoming solicitations.
  • Work closely with proposal teams to develop winning responses to Requests for Proposals (RFPs), Requests for Standing Offers (RFSOs), and Requests for Supply Arrangements (RFSAs).
  • Manage the contract lifecycle, from bid submission to award, execution, and renewal.

Recruitment:

  • Full-cycle end to end recruitment for the Professional Services Division sourcing qualified candidates, conducting resume screening, phone screens of applicants, coordinating the scheduling of, facilitating and conducting interviews, checking references and evaluating applicant qualifications through to offer negotiations.
  • Perform recruiting tasks with a sense of urgency necessary to fulfill the needs of the business for critical positions.
  • Develops & executes recruitment processes for technical requirements
  • Conducting a consistent interview process and assessment approach.
  • Implementation of an effective strategic sourcing strategy to identify potential top candidates to fill current/future recruitment needs and establishing a recruitment pipeline leveraging social media, career sites, tactical research, agencies and networks.

Proposal Creation & Bid Management:

  • Lead and coordinate the full proposal development process for TBIPS, THS, and ProServices bids.
  • Analyze RFPs, RFSOs, and RFSAs to determine bid requirements, evaluation criteria, and mandatory conditions.
  • Ensure resources meet the RFP mandatory and rated requirements
  • Prepare and complete proposal templates, forms, certifications and questionnaires following RFP instructions
  • Work with internal team members to assemble required proposal components, including pricing, compliance documentation, and technical responses.
  • Maintain a library of past proposals, resumes, and corporate qualifications to streamline future bid responses.

Client & Candidate Relationship Management:

  • Regularly engage with government clients to assess satisfaction, identify new needs, and promote additional services.
  • Develop and maintain strategic account plans for key government departments.
  • Track contract performance, deliverables, and key milestones to ensure fulfillment.
  • Develop long-term relationships with consultants to ensure a reliable talent pool for government contracts.
  • Communicate regularly with candidates to keep them engaged and informed about upcoming opportunities.
  • Manage candidate expectations regarding contract timelines, rates, and security clearance requirements.

Qualifications

  • 5+ Years of proven experience in recruiting technical roles (Engineers, technicians, technologists, IT)
  • 5+ Years of proven experience Federal Government matrix requirements, working within a professional services organization and associated deployment methodologies.
  • 3+ years of experience in an Account Management capacity focused on the Canadian Federal Government.
  • 5+ years of experience working with a professional services organization and associated deployment methodologies.
  • Strong understanding of IT roles, technologies, and industry trends.
  • Effective problem-solving skills with a strong understanding of strategic talent sourcing/recruitment.
  • Strong ability to prioritize tasks with exceptional follow-up coupled with a sense of urgency.
  • Excellent organizational and time management skills.
  • Tactful, diplomatic and possess the ability to communicate with individuals at all levels of an organization.
  • Outstanding verbal and written communication skills.
  • Strong people skills.
  • Must demonstrate proven experience with participating in client discussions and meetings.
  • Detailed oriented
  • Effective note taking skills.
  • Proficient using Microsoft Word, Excel, Visio, PowerPoint.
  • Eligibility for Government of Canada security clearance (Enhanced Reliability or Secret preferred).
