DUTIES:
Reporting to the Senior Manager of Transportation, this position will be responsible for the activities of the division through management, planning and coordination of Traffic Signals Service Area, Signs and Markings Service Area, and Corridor Management Area which includes:
Responsible to ensure a safe and efficient transportation system, to protect the traffic and parking infrastructure throughout the City through efficient and effective management, repair and inspection, asset rating, planning and maintenance.
Operation, maintenance and upgrade of all components of the ATMS including traffic signals, communications network, video detection, CCTV cameras, variable message systems, traffic collection systems, including specifications development, tender preparation, contract administration and payment authorization.
Manage the operations of the Signs and Markings Service Area, including the sign shop within Ontario Traffic Manual guidelines. Review all projects and drawings to ensure signs and markings meet Provincial and City standards/by-laws. Provide functional supervision when frontline supervisors are on vacation or lieu time.
Manage the operations of the Corridor Management Area which include the utility locate responsibility of Traffic and Streetlighting infrastructure under the Ontario 1 Call system, review of traffic detours and oversized load permits, sightline review for roadways and the updates and maintenance of Traffic and Transportation policies, examples include Wayfinding/trailblazing and Banner policies.
Coordinate divisional responses to emergency requests and assist in the development of divisional goals and objectives and budget. Develop work unit goals and objectives, work plans and budgets. Assist in the design and administration of the Advanced Traffic Management System (traffic signal system, fiber optic and copper communications networks including City network connectivity to various locations), signals, signage and pavement markings; Liaise with the Ministry of Transportation – Ontario and Transport Canada and other government agencies as required; provide technical support scope and direction to Engineering Division, Parks, Police, Facilities, Transportation Planning, Corporate Projects in technical design and review, contract administration, layout and inspection. Will perform Occupational Health & Safety duties as outlined in the Corporation's Health and Safety Program. Will perform other related duties as required.
QUALIFICATIONS:
- Must have a Master's Degree in Engineering or Ontario Ministry of Education equivalency and a minimum of two (2) years of municipal experience in a transportation/traffic environment;
- OR Must have a University Degree in Engineering or Ontario Ministry of Education equivalency and a minimum of four (4) years of municipal experience in a transportation/traffic environment;
- OR Must have a post-secondary school Community College Diploma in Civil Engineering, Transportation or Electronics Engineering Technologist or Ontario Ministry of Education equivalency and a minimum of six (6) years of municipal experience in a transportation/traffic environment;
- Must be a registered C.E.T or P.Eng with O.A.C.E.T.T. or Professional Engineers of Ontario.
- Must have proven experience in contract administration, budget control and monitoring.
- Must have proven communication, report writing and supervisory skills in a union environment.
- Must have the ability to travel to off site locations in a timely and expedient manner as required. If method of travel is by vehicle, a current, valid and lawful Driver's License is required in accordance with the Highway Traffic Act and must provide a driver's abstract as a condition of employment.
- Knowledge of the Occupational Health & Safety Act, its regulations and knowledge of the hazards associated with the work.
- Will be required to complete and remain current as per the requirements of the Corporation's Management Certificate Program.
- Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
- Given that this job is a new position a Physical Demands analysis will be completed with the incumbent after approximately six months of occupying the position.
