Job DescriptionThe Safety, Health and Environmental Manager ("SHE") reports directly to the Regional Head of SHE, and has a primary objective of ensuring that all facets of plant operation (including construction sites) maintain and adhere to all components of the site Safety, Health & Environment (SHE) Programs with special emphasis on Human and Process Safety and that all plant and construction activities are being conducted in compliance with all applicable local and federal safety rules, laws and regulations.
This position will be responsible for supervision during the construction phase. This position promotes SHE leadership, keeps all levels of plant management actively involved in SHE programs and ensures operations are conducted in a safe and environmentally protective manner. This position requires working closely with construction management senior leaders and other executives to make sure that safety-related goals are met, and monitoring job site safety at every stage of the project. The successful candidate will serve a vital role in ensuring that the operating crush plant maintains compliance with all Provincial and Canadian regulatory requirements associated with plant operations and construction activities. This position will work closely with site leadership and plant personnel.
Primary Responsibilities/Essential Functions:
- Conduct safety inspections daily of the job sites and inspect things like tools, machinery, equipment, etc.
- Supervise construction projects during the construction period.
- Hold regular training meetings with construction crews including safety stand-downs or emergency response drills.
- Identify risks on the construction job sites and create protocols based on those risks.
- Prepare and submit safety reports daily to include potential safety hazards, what measures are taken to reduce risk and if any safety incident occurred.
- Document and report accidents on all LDC Yorkton job sites.
- Update the Safety Plan if something goes wrong or an unknow risk is identified.
- Maintain Process Safety Program elements (MOC, PSSR, etc) and PHA activities, records, Risk Mitigation Action Plans and track the status of recommendations against due dates and ensure zero late action items.
- Act as site subject matter expert on all Process Safety Elements.
- Assist with the development and maintenance of written process safety information identifying workplace chemical and process hazards, equipment used in the processes, and technology used in the process.
- Conduct audits of the facility as well as support third-party SHE reviews/audits
- Develop/maintain/implement a point of use library containing all SHE information in accordance with OSHA regulations.
- Develop, implement, and maintain written safety, health & environmental programs.
- Develop and provide training to plant employees on safety, health & environmental procedures, ensures employees are provided required SHE training for area assigned prior to assigning work.
- Investigate safety, health, and environmental incidents.
- Ensure that site environmental permits are current and accurate
- Prepare and submit safety and environmental regulatory reports as required, ensure accuracy of records kept and reports prior to submission
- Implement and maintain LDC SHE Program and written SHE programs to ensure continual compliance with those programs.
- Be the active site leader of the Process Safety Program (PSP)
- Participate in the development and administration of project policies and programs.
- Develop and/or refine plant-specific SH training materials.
- Actively participate and lead Incident Analysis for safety, health, and environmental incidents · Ensures area of responsibility is maintained in orderly and safe manner · Ensures unsafe working conditions are remedied as soon as practicable.
- Support SHE overall plant Capital/Expense projects with project design, oversight, and budget
- Reviews plant operations for potential process / procedural improvements for added safety, higher throughput and / or costs savings.
- All other duties as assigned.
Additional Responsibilities:
- Understand, apply, and maintain compliance with all applicable local and federal safety and health regulations.
- Monitor, measure, and report SHE performance.
- Develop trend analyses and implement strategies for improvement.
- Assist with the development and implementation of site security, DOT, drug and alcohol, and worker health programs, and requirements.
- Assist with the development of annual pollution prevention, sustainability and overall, SHE goals and targets for the plant and plans to achieve those goals.
- Follow construction completion criteria and construction requirements with the maintenance manager.
- Assist in the project start-up with local management.
- Additional projects and duties as assigned.
- Preferred candidate has Bachelors degree in Engineering or another Professional field
- Must have valid drivers license, as well as High School Diploma / GED equivalent
- Must be CSO Certified ("Construction Safety Officer")
- Must have at least 5 years of previous work experience managing Construction Safety and Process Safety Program in a complex industrial facility
- 7 years of previous work experience leading safety program/processes in heavy industry
- 5 Years of PSM experience in Chemical or petro chemical processing facility is preferred
- Must have extensive knowledge of Construction Safety and Process Safety Programs.
- Strong working knowledge of the regulatory requirements applicable to the facility (e.g., OSHA, EPA, USDA, DOT)
- Strong verbal and written communication skills.
- Proficiency with spreadsheet and word processing software (e.g., Excel and MS Word).
- Ability to work in a setting that may contain adverse weather conditions and environmental conditions typical of an agricultural commodity and chemical processing plant.
- An essential function of this role will be the ability to climb stairs, use ladders, work at heights, enter confined spaces, withstand extended periods of walking and standing, crawling, and bending and the ability to lift 50 pounds occasionally.
- Demonstrated ability to lead, and influence to achieve organizational goals.
