Currently, the City of Belleville has an exciting opportunity for two (2) highly motivated, strategic, and dynamic individuals to join our People & Corporate Services Department as a Bylaw Enforcement Officers.Position Type: Temporary Full Time (to September 2025)

Location: 183 Pinnacle St. Belleville, ON
Hours: 35 hours per week, 5 days per week (Sunday-Saturday); no more than 200 days in a 12-month period
Employee Group: Union - CUPE
Salary: $35.50 - $40.80 per hour
Closing Date: Thursday, April 17, 2025 at 4:30 PM PURPOSE AND SCOPE:
The By-Law Enforcement Officer positions, reporting to the Manager of Bylaw Enforcement are responsible for ensuring the By-laws of the community are complied with, and for investigation of alleged offenses of municipal By-laws and other legislation. The position negotiates compliance with property owners and tenants through verbal and written communication and proceeds with legal action in accordance with applicable legislation and regulations.
KEY RESPONSIBILITIES:
  • Enforce City by-laws as assigned.
  • Conduct site inspections of properties within the City with regard to structure, plumbing, wiring, heating, sanitation, fire and life safety and other by-law related matters.
  • Perform inspections and investigations in accordance with appropriate legislation and provide enforcement.
  • Serve notices and orders as required to property owners and other affected parties when violations of by-laws are noted.
  • Advise owners and other affected parties of remedial measures required to comply with City By-laws.
  • Prepare reports and maintain inspection records and correspondence as required and as necessary for any resulting legal proceedings that may be required.
  • Swear information, serve summonses, prepare court briefs and attend court proceedings to provide evidence in legal proceedings as necessary.

EDUCATION/TRAINING/SPECIALIZED SKILLS:
Minimum Qualifications:
  • College diploma in Legal Administration, Law and Security, or acceptable equivalent training and experience.
  • Knowledge of Property Standards By-law, Yards By-law, Building Code Act, Municipal Freedom of Information Act, Landlord and Tenant Act and Provincial Offences Act.

Preferred Qualifications:
  • Membership and Certification with the Ontario Association of Property Standards Officers or willingness and ability to obtain.

WORK EXPERIENCE:
Preferred Qualifications:
  • Minimum 3 years' experience in By-law enforcement and enforcement of the Ontario Building Code and Act in relation to Property Standards.
