Position: Program Manager, East Hub Day Program

Reports to: Director, Clinical Programs and Services

Salary: $68,994 to $76,914, plus $2,400 per annum stipend for on call

Schedule: Full-time, Monday-Friday; includes participation in the on call rotation of program leadership one week in every 5-6 weeks

Service Location: SMHTO East Hub Day Program, Coxwell and Danforth

Position Description: The Program Manager is a member of the leadership team. The Program Manager manages the SMHTO Day Program. As part of the East HART Hub, the Day Program provides intensive services to people who use substances on an out-patient basis, with a mix of drop-in and appointment-based services, including access to food and other basic needs, group recreational and therapeutic activities, case management, substance use and mental health counselling, voluntary trusteeship and psychotherapy. The program provides opportunities for people to work toward their goals in building and sustaining their most meaningful lives.

The Program Manager is accountable for the effective day-to-day operation of the Day Program, including leading the staff team, organizing and scheduling their work, and leading the development and implementation of programming for clients living with substance use and mental health challenges. An additional part of the Day Programs work is mobile, including case managers/system navigators who work in off-site settings such as at Michael Garron Hospital.

The Program Manager is responsible for monitoring and managing implementation of the program budget, supporting the development of procedures specific to the program, program development, implementation and evaluation, supervising staff, and statistics and outcome reporting.

The Program Manager, as part of the St. Michaels Homes leadership team and works as part of the leadership team for the multi-site East HART Hub in partnership with staff and leaders from a range of partners, with especial emphasis on working with South Riverdale Community Health Centre and Michael Garron Hospital under the direction of senior management.

The SMHTO Day Program is part of The East Toronto HART Hub, which provides evidence-based healthcare, treatments, social services, and housing support for individuals struggling with drug use, mental health, housing and other related issues. The Hub is an initiative of East Toronto Health Partners Ontario Health Team (ETHP OHT) led by South Riverdale Community Health Centre and St. Michael's Homeswith support from Anishnawbe Health Toronto, Gerstein Crisis Centre, The Neighbourhood Group, Michael Garron Hospital, Alpha House, Fontbonne Ministries, The Salvation Army, Woodgreen Community Services, 2-Spirited People of the 1st Nations,Comprehensive Treatment Clinic, and The Neighbourhood Organization.

Responsibilities

  • Oversee the day-to-day operations of the East Hub Day Program.
  • Provide leadership to a large team of staff.
  • Support staff in implementing the program when needed.
  • Work with senior management to implement effective human resources functions, including recruitment, on-boarding, performance management, professional development and change management.
  • Establish a positive, collegial, healthy and safe work environment.
  • Promote a program culture that fosters passion for the mission, vision and values of the organization.
  • As part of the leadership team, work collaboratively to ensure effective physical infrastructure, including supporting effective maintenance of the facility and required inspections.
  • Prepare monthly statistics and program report for the Director of Clinical Programs and Services.
  • As part of the leadership team, work collaboratively to meet the organizations legal Occupational Health and Safety requirements.
  • Manage program expenses to ensure that the Day Program operates within the annual budget.
  • Provide input to the Executive Director for the development of the annual budget for the Day Program.
  • Provide leadership in maintaining and building relationships with community partners in the HART Hub partnership and the broader community.
  • Representing the East Hub Day Program on the leadership team, participate in the development and implementation of the strategic plan, risk management assessment and planning, health and safety planning and representing St. Michaels Homes on various HART Hub committees.
  • Ensure effective and efficient procedures are in place for the East Hub Day Program.
  • Attend meetings (i.e. East Hub Partnership Meetings) as required.
  • Organize and lead participant engagement meetings and service user satisfaction surveys in the East Hub Day Program.

Qualifications, Skills and Abilities

  • A university degree in a human services or related field
  • 3-5 years of progressive management and leadership experience including program management and staff supervision.
  • Registration with a regulatory college an asset.
  • Experience and knowledge of working with clients with substance use, mental illness and/or concurrent disorders.
  • The ability to establish rapport and credibility and build strong relationships with a range of stakeholders.
  • Strong program management skills.
  • The ability to influence and engage others in a commitment to the Agencys vision through collaboration.
  • Solid ability to analyze, synthesize, and interpret information and to communicate it to diverse audiences for different purposes.
  • Solid staff leadership skills, with the ability to attract, manage and inspire a talented and dedicated team.
  • The ability to influence and implement change and strong change management skills.
  • Excellent interpersonal and communication skills, tact and diplomacy with the ability to work with a variety of styles and appreciate diversity.
  • A belief in and commitment to inclusivity and diversity.
  • Experience in and knowledge of the human service or health care sector is an asset.
