Job DescriptionWe are currently seeking a qualified Lead Field Specialist, Joint Corridor Enabling Works - to join our Infrastructure team based in Toronto, ON. The Lead Field Specialist will be part of the Delivery Partner integrated project team responsible for the coordination of activities relating to construction, contracts management, and engineering including liaison with the Technical Advisor.
The Lead Field Specialist will specifically assigned to the Enabling Works Package 03 project which is a large scale infrastructure heavy civil project located in one of the busiest rail corridors in Canada, the Union Station Rail Corridor and adjacent to a vibrant community. The project includes both temporary and permanent works required to support the Ontario Line program, and is mainly composed of:
- Tunnel Boring Machine headwall
- 290m long Cut & Cover tunnel with an Emergency Services Building (ESB) and a pumping station
- 240m long U-shaped Portal section
- Extensive temporary support of excavation scheme adjacent to live tracks
- 120m long new signature steel tied arch Lower Don Bridge crossing over the DVP and Don River
- Permanent track reconfiguration to support the phasing of the works
- Multiple utility relocation such as fibre optic cables and Hydro One overhead high voltage lines

Duties & Responsibilities:
- Establish a working relationship with the Metrolinx Project Delivery Team (PDT) and fully integrate within the Integrated Project Team (IPT).
- Support Metrolinx PDT interface with Metrolinx internal and external stakeholders.
- Coordinate with the Technical Advisor on constructability and design issues, leading the RFI process. Assists in establishing a Technical Advisor/ Delivery Partner working relationship and lines of communication with the Engineer of Record including agreement on engineering deliverables.
- Responsible for providing guidance to a team of field specialists, HSE and quality inspectors.
- In collaboration with the Community Engagement team, proactively manage all community concerns and complaints and monitor the Contractor's adherence to the Noise, Vibration and Air Quality specifications and guidelines.
- Responsible for monitoring the performance of works on site, with safety and quality first approach. This is completed through the review and ensuring the continuous implementation of Site-Specific Safety Work Plans and Inspection and Testing Plans.
- Lead the site supervision of the Contractor's temporary works in compliance with the applicable Metrolinx guidelines and standards, and the Contractor's temporary works design.
- Support the Project Controls team and the Construction Manager with the preparation of cost reports, forecast and monthly progress reports. Reviews and provides input to project controls documents on progress relating to cost and schedule. Provides input to periodic reporting.
- Leads the review of the Contractor monthly progress payments applications in terms of quantity and progress verification, and invoice back-up reviews.
- In coordination with the Construction Manager and Contractor Administrator, lead the contract administration and management efforts and the Change management process.
- Supports the Contract Administrator by reviewing change notice proposals to establish cost and impact on the total contract value, budget, issuing of recommendation letters, management of trend registers and overall project forecast.
- Performs employee reviews for subordinate personnel and assists in their development. Ensures that subordinate personnel receive progressive training.
- Ensures the implementation of project Health and Safety and environmental control plan(s) as required.
- Lead the establishment and management of a submittals tracking log. Ensures Contractor technical submittals are submitted, reviewed, and approved within the applicable contractual timelines. Coordinate with other stakeholders for review and maintaining compliance of contract requirements.
- Review and provide comments on a monthly basis to the contractor's schedule confirming it shows the logical sequence, construction methods and estimated duration of activities required to meet the milestone and completion dates. Monitor progress in the field and coordinate with Project Controls to ensure the Contractor's schedule and progress support the project construction schedule.
- Coordinate interfaces between early works contractor(s) and other interfacing projects.
- Bachelor's degree in engineering from an accredited university as well as a minimum of 10 years of relevant work experience.
- Experience working in the rail industry and/or large-scale infrastructure is preferred.
- Experience in heavy civil, large concrete structures, support of excavation systems and/or superstructure bridge works.
- Demonstrated technical writing, data management, verbal communication, presentation, and teaching skills.
- A firm understanding of working within a live rail environment in terms of procedures, principles, and standards.
- Experience working with teams and stakeholders in the development and delivery of large infrastructure projects. Ability to communicate across technical disciplines (engineering, construction, operations, maintenance).
- Knowledgeable in planning and executing high value, multi-faceted lump-sum turnkey civil infrastructure projects.
