Position Summary

Seabird Island is committed to ensuring that our company's privacy programs are built, implemented, andoperated effectively, while also creating a culturally safe and inclusive environment that honors and respectsIndigenous knowledge, traditions, and ways of being. We are seeking a Privacy and Confidentiality Steward tojoin our team, to act as our privacy officer and ensure the respectful and ethical stewardship of private andsensitive information related to patients, students, clients, the organization, and the community.


Under the guidance of the Director of Administration and Finance the Privacy and Confidentiality Stewardevaluates and provides recommendations with respect to information privacy strategies including thedevelopment of privacy policies, procedures and processes for both new and existing initiatives and guides theorganization in meeting legal, ethical, and community expectations regarding privacy and confidentiality. Thisrole aligns with the principles of reciprocity, trust, and community accountability, reflecting First Nationsvalues in all aspects of privacy management. The Privacy and Confidentiality Steward will safeguardinformation, support access and disclosure in a culturally appropriate manner.

This is a one year term contract position.

What you'll do

Stewardship of Privacy and Confidentiality

  • Conduct current state assessments of privacy needs through engagement with staff, programs, andservices while collaborating with Elders, Knowledge Keepers, and community members to incorporatetraditional approaches to confidentiality and information sharing.
  • Develop, implement, and monitor privacy policies and procedures that uphold First Nations principlesof respect, relationality, and collective well-being.
  • Ensure the protection of patient, student, client, organizational and community information in accordance with applicable laws, such as FOIPPA, PIPEDA, HIPPA.
  • Advise on highly complex legal and regulatory issues, often involving difficult judgments incontroversial areas such as Privacy legislation.
  • Establish with management a mechanism to track access to protected health information, within thepurview of the organization and as required by law and to allow qualified individuals to review orreceive a report on such activity.

Request Management and Access to Information

  • Liaise with legal counsel and management to ensure the organization has and maintains appropriateconfidentiality, privacy and security consent in reflection of legal practices and requirements.
  • Coordinate and respond to requests for information, while balancing transparency with the protectionof sensitive data, and ensuring privacy concerns or breaches are addressed in a timely and respectfulmanner, whilst maintaining trust with all stakeholders
  • Establish a process for receiving, documenting, tracking, investigating and acting upon all complaintsconcerning the organizations privacy policies and procedures.

Compliance and Monitoring

  • Conduct regular reviews, risk assessments, and audits of privacy practices to ensure compliance withlegislation and alignment with community values, while maintaining records of privacy incidents andactions taken to address concerns, thus ensuring transparency and accountability.
  • Provide leadership in the planning, design and evaluation of privacy and security related projects andactivities while also staying informed on emerging privacy trends, issues, and technologies.

Education and Advocacy

  • Provide training to staff, students, stakeholders, and partners on privacy principles rooted in both legaland cultural frameworks.
  • Act as a resource for managers and teams to navigate complex privacy scenarios with care and culturalhumility.
  • Promote awareness of privacy rights and the importance of safeguarding information within theorganization and community.

What you bring

Qualifications

  • Post-secondary education in privacy, law, health information management, or a related field. Bachelors degree preferred, or certification in Information Privacy Professional, Records andInformation Management or equivalent.
  • Completion of the Information Access and Protection of Privacy Certificate Program.
  • Member of professional organizations encompassing IM and Privacy (ARMA, IAPP).
  • At least 4-6 years of relevant experience working within Indigenous communities as a Privacy Officeror knowledge of privacy protection laws and data breach laws OR 4-6 years of experience with library,records and information management systems, privacy, and security.
  • Experience working within Indigenous communities, organizations, and governance structures ispreferred.
  • Strong understanding of privacy laws, such as FOIPPA, PIPEDA, HIPPA. Understanding of traditionalknowledge protocols an asset.
  • Excellent communication and relationship-building skills with the ability to engage across diverseaudiences.

Cultural Competency:

  • Deep understanding of Indigenous cultures, traditions, and contemporary issues.
  • Experience working within Indigenous communities and applying culturally safe practices.
  • Understanding of intergenerational trauma and its impacts on Indigenous peoples and communities.

Preferred

  • Indigenous candidates are strongly encouraged to apply.
  • Lived experience as a member of a First Nations community.
  • Knowledge and understanding of Seabird Islands culture, traditions, teachings, community dynamics.
  • Ability to respond quickly and professionally to community or colleague needs and inquiries.
  • Excellent writing, editing, and verbal communication skills.

Working / Special Conditions

  • Initial and ongoing employment is subject to submission of a clear Criminal Record Check to ensure the safety and trust of the communities we serve. This check will be conducted every five years.
  • Initial and ongoing commitment to the values and guidelines of Sq'wqel (Seabird Island Band),including our policies, procedures, standards of practice, and laws, is essential. This commitmentsupports our collective work, the community, and the responsibilities of this role.
  • Must possess a valid class 5 driver's license and have access to safe and reliable transportation, insured for community-based use, to effectively attend events, trainings, workshops, etc. at otherlocations.
