Responsibilities:

  • Provide project management for the Immunization Repository Consolidation a large scale, complex, high profile and high-risk OPS I&IT initiative
  • Ensure project deliverables meet clients business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with OPS project management methodologies and frameworks
  • Interact with senior staff within the ministry and with external partners and manage relationships
  • Lead organizational development, strategy development, business planning, and ministry funding requests.
  • Gather and develop requirements to create and maintain a detailed project schedule and/or integrated plan
  • Identify team members in various disciplines, clarify roles and responsibilities, and set task/ deliverable/performance expectations for resources that are both OPS unionized employees, as well as Fee for Service (FFS) consultants
  • Resolve resourcing and inter-personal conflicts, negotiate changes to resourcing, ensure knowledge is shared among team members so that project objectives and deliverables are met
  • Develop complex project budgets based on multiple funding channels and cross-ministry dependencies
  • Effectively manage large project budgets and ensure a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals
  • Use ministry project management tools for recording and reporting project/program data
  • Participate in team meetings
  • Create/update Integrated Project Management Plan (IPP), adjust and update IPP as per change requests
  • Perform reviews of schedule, variance analysis, adjust leads and lags, and revise schedule
  • Manage and monitor project progress, critical path activities, and report on slippage
  • Create overall project status and project progress reports for project executives and stakeholders
  • Identify and manage issues, review issue status, and produce issue logs
  • Proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed
  • Articulate and prioritize issues and risks at senior executive levels, and recommends mitigation strategies for decision makers
  • Review change requests, and prepare change requests report to be reviewed by Change Control Board, and adjust integrated project plan accordingly
  • Prepare business transformation and adoption plans
  • Create and provide knowledge transfer documentation as part of the knowledge transfer plan
  • Establish and participate in steering committee and stakeholder forums
  • Provide project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels
  • Use appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects - concept, definition, planning, implementation and close-out
  • Promote OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology, and the control of the use of I&IT resources
  • Adopt and adhere to OPS Unified I&IT Project Methodology, OPS/e-Health Ontario Gating process
  • Be a demonstrated team player with a track record for meeting deadlines.

SkillsExperience and Skill Set Requirements

Public Sector Experience

5+ years of experience working with federal/provincial/broader public-sector healthcare providers

· Knowledge of the eHealth Technology landscape in Ontario, including Ontario Health Building Blocks such as the

  • Client, Provider and Consent Registries as well as Audit Solutions
  • Knowledge of Public Sector Enterprise Architecture artifacts (or similar), processes and practices, and ability to
  • produce technical documentation that comply with industry standard practices
  • In-depth knowledge of industry standard such as Project Management Institute (PMI) and Public Sector I&IT project
  • management methodologies.
  • Knowledge and experience with Public Sector /e-Health Ontario related projects
  • Knowledge and understanding of Ministry policy and IT project approval processes and requirements
  • Experience adopting and adhering to Public Sector Unified I&IT Project Methodology, Public Sector Enterprise
  • Architecture and Public Sector Gating process, and Public Sector Standard Systems Development Methodologies
  • Experience with large complex IT Health-related projects

· Demonstrated experience with GO-ITS Digital Health standards, and internal branch standards.

5-9 years of experience in the following:

· Knowledge and experience with designing eHealth solutions and business processes to meet Ontarios privacy legislation requirements

· Demonstrated experience in data migration strategies, familiarity with ETL (Extract, Transform, Load), database replication, and API integrations, proven successful experience leading data migration projects

· Demonstrated experience in vendor and contract management, handling and escalating vendor issues promptly to avoid delays.

· Demonstrated experience in working with clinicians and other health sector stakeholders to identify their business needs, and translate them into concise and complete requirements under tight deadlines

· Demonstrated experience with private and public-sector delivery partner capacity to deliver technology in a clinical setting

· Experience in Information security best practices, access control and authentication

· Experience with integrated change control process

· Experience with project management software such as MS Project, Planview, Jira, and Confluence

· Experience in managing projects using Agile and Waterfall project management methodologies for the analysis, design, development and implementation of applications in large complex environments
