POSITION: Lands, Estates, and CP Officer

REPORTS TO: Lands Manager

POSITION TYPE: Full-time

Leq:mel First Nation is located 22 kilometers east of Mission. LFN continues to assert our inherent rights of self-government over our Territory, which covers a vast area of the lower mainland. LFN has approximately 600 members and is governed by Chief and Council through Custom Election Code. Applicants must have a demonstrated knowledge of and Leq:mel culture, and traditions, and a willingness to learn.

POSITION DESCRIPTION

Leq:mel First Nation is a self-governing First Nation community as a signatory to the Framework Agreement on First Nation Land Management. The Leq:mel Lands Department is responsible for administering this self-governing authority under the Leq:mel Land Code.

The position of Lands, Estates and CP (Certificate of Possession) Officer will assume the responsibility of resolving Land-related Estate and Will matters, and CP Titles/ Allotments. This position will require supporting affected Leq:mel Members in accordance with our obligations under the Land Code. Additionally, and no less importantly, the LECP OFFICER will support records management within the department.

The position reports to the Lands Manager and works primarily within an office environment, with as needed visits into the local community. No positions report to the LECP Officer. Organizationally, the position is on par with other Lands department administrators and coordinators

KEY RESPONSIBILITIES

Lands

o Access the First Nations Lands Registry System (FNLRS), conduct parcel abstract reports, Evidence of Title searches, and other Lands-related research and reporting.

o Register and maintain CP allotment requests and revisions

o Attend meetings and communicate results from the Family Advisory Committee meetings, Chief and Council and other community engagement groups

o Implement and maintain the Leq:mel Lands Inventory Database.

Wills & Estates

o First point of contact and liaison for all Estate files and Wills related matters

o Provide overall support to members and the Department on Wills & Estate issues.

o Liaise with Indigenous Services Canada and legal counsel on the timely resolution of Estate files.

o Subject Matter Expert to all interior and exterior customers on Wills and Estates

Records Management

o Assist in organizing and filing Lands records, data and maps, focusing on files related to Lands, Wills & Estates.

o Assists with the development and maintenance of the records management system.

o Organize, scan, index and classify paper or electronic documents and data related to Lands, and Wills & Estates.

o Digitize documents, interviews, maps, and other archive items

Conduct archival and other research as needed

Other duties as assigned with the scope of this position

TRAINING, EDUCATION, AND EXPERIENCE

Ideally, the successful candidate will have either work experience, or an educational background within the judicial or legal profession. The ability to read, interpret and understand legal contracts, including Wills, is highly desirable. For the right candidate, training may be provided to complement existing skill sets.

Additionally, the position requires:

High school diploma at a minimum. Post secondary school education or work experience in a highly structured environment is desired.

Proven Experience with office procedures and working in an office administration environment.

Strong organizational skill and records management (e.g., filing, indexing, and classifying documents).

Proven ability to maintain confidence is required

Professional, positive, effective time management and a well-balanced team member/self-starter all essential to success

Outstanding communicator with an emphasis on listening, written and speaking skills

Experienced in policy interpretation, legalese and/or knowledge of Lands allotments, Wills & Estates, CP law, and motivated to learn

Knowledge of basic computer skills and ability to report on work completed.
