The City of Brooks has an opening for a full time permanent Human Resources/Inclusion Advisor operating out of City Hall. If you have a human resources background and a passion for making Brooksa welcoming and inclusivecommunity, then this is the job for you!

Purpose:

Reporting to the Human Resource Manager, this position is responsible for providing human resource generalist and administrative services while providing support to employees and managers. You will be responsible for the full-cycle recruitment process, benefit and pension administration, and resolving employee disputes through the grievance process.

Responsibilities:

  1. Conducts Human Resources responsibilities and builds productive relationships consistent with standards of practice with due diligence and integrity to balance the interests of all parties.
  2. Encourages employee wellness by endorsing healthy lifestyles, educating employees, and providing opportunities for enhancement of wellness to sustain overall employee and organizational health.
  3. Conducts comprehensive Human Resources audits by sampling policies, procedures, programs, and systems to identify strengths and areas for improvement and to ensure compliance, as needed.
  4. Recommends ethical solutions to the City's management team by analyzing the variety of issues and options to ensure responsible corporate governance and manage risk.
  5. Partners with appropriate leadership to communicate with employees, the Union, and organizational stakeholders on organizational challenges and developments to create understanding and enhance affiliation with the organization.
  6. Adheres to legal requirements as they pertain to Human Resources policies and practices to promote City of Brooks values and manage risk.
  7. Increases the attractiveness of the City to desirable potential employees by identifying and shaping the organization's employee value proposition to build a high quality workforce.
  8. Recommends labor and employee relations strategies based on risks, costs, and opportunities in order to achieve business objectives.
  9. Oversees the recruiting process including receiving and responding to applicants, preparing interview schedules and delivering the new-hire process for new employees.
  10. Organizes and conducts new-hire HR orientations and works alongside Health & Safety to set up new-hire Health and Safety orientations.
  11. Assists the Human Resource Manager with seasonal layoff and recall activities within all departments.
  12. Provides customer service for the Human Resource Manager by receiving, directing and responding to requests from staff and the public.
  13. Inputs and maintains HR data such as training, benefits administration and other functions as directed from time to time.
  14. Assists in research, recommendations and the development of new HR policies and procedures to effect corporation improvements and organizational efficiencies.
  15. Assists with keeping records management processes and files ensuring compliance with FOIP/Privacy Acts.
  16. Assists the Human Resource Manager with correspondence, reports, job descriptions and administrative directives as required.
  17. Assists the Human Resource Manager on all HR matters, including wage increases, benefits, promotions, training programs, and disciplinary actions in compliance with corporate policies.
  18. Assists the Human Resource Manager in organizing training of employees in order to ensure workforce flexibility and skills improvement.
  19. Liaises with the Communications Officer and the IT Administrator to maintain current Human Resource Information on the City's internet and intranet.
  20. Administers salary compensation surveys as requested from time to time.
  21. Updates, maintains and reports on employee performance evaluation review deadlines and completion.
  22. Submits Report on Hirings on a monthly basis to Service Canada.
  23. Manages and maintains the Staff Suggestion Box process.
  24. Performs other related duties as assigned from time to time.

Requirements:

  • University degree or college diploma in business administration or Human Resource Management.
  • Minimum of one (1) to three (3) years' experience in a similar setting and preferably in a unionized environment.
  • An equivalent combination of education and experience may be considered.
  • Knowledge and experience of the principles and practices of Human Resource management and Community Development.
  • Knowledge of Federal and Provincial Labor Laws.
  • Ability to establish and maintain effective working relationships with City management team members, union representatives, employees, professional colleagues and the general public with an overall strong customer service approach.
  • Knowledge of the current trends and developments in the field of public personnel administration.
  • Knowledge of recruitment techniques.
  • Knowledgeable of Human Resource Management Information systems, payroll systems and associated business software (word processing, data base and spread sheets).
  • Knowledge of computerized job description and evaluation systems with proficiency and accuracy.
  • Strong interpersonal, communication, and organizational skills with the ability to multi-task.
  • Ability to recognize problems, analyze and find creative solutions.
  • Ability to effectively work in a team environment;
  • Ability to work with people from different backgrounds.
  • Ability to be a solid listener who goes out of their way to explain and resolve any concerns or problems presented with the understanding that every individual has a different personality.
  • Valid Class 5 Driver's Licence.
  • Subject to a criminal records check.

Compensation & Benefits:

The City of Brooks offers a competitive salary and benefits package for this position. The regular working hours are Monday to Friday, from 8:00 am to 4:30 pm. The successful applicant will also receive a free family membership to the JBS Canada Centre during the term of employment.

A clean criminal records check and driver abstract will be required before an offer of employment is presented to the successful applicant.
