Must Haves:

  • Technical experience in: GoldenGate implementation, Databricks, data pipelines, Azure Data Factory, Delta Lakes, APIM, Power Platform and FHIR
  • Technical experience in Azure and management of multi-integrated systems leveraging Azure DevOps
  • Experience with conceptual, logical data models and medallion architecture
  • Sprint, features and backlog planning

Responsibilities:

  • Provides project management on large scale, complex, high profile and high risk projects for OPS I&IT initiatives. Ensures project deliverables meet clients' business requirements on time, scope and budget, with a foc

Experience and Skill Set Requirements

Core Skills - 25%

  • Familiarity with the OPS Strategic Planning Process
  • Stakeholder management
  • PMO experience with ensuring standards are identified and followed
  • Knowledge and understanding of Project Management's Institute's Project Management Body of Knowledge
  • Demonstrated experience in coordinating and planning for the modernization of large, complex multi-platform, multitier complex product development environment
  • Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards
  • Manage the adoption of continuous integration and delivery practices across product/solution teams
  • Lead organizational development, strategy development, business planning, and Ministry funding requests
  • Create and maintain a detailed project schedule and/or integrated plan.
  • Develop complex project budgets based on multiple funding channels and cross ministry dependencies
  • Provides, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
  • Ability to promote I&IT project management best practices and adherence to standard methodologies
  • Experience with the various software development methodologies such as Agile/Scrum and waterfall
  • Familiar with Ontario Digital Standards act and guidelines for digital government.
  • Resolve resourcing and inter-personal conflicts, negotiates changes to resourcing, ensures knowledge is shared among team members such as project objectives and deliverables are met.
  • Demonstrated experience with requirement management, quality assurance and change management processes and tools
  • Ability to handle client relationships to manage expectations, provides updates as required, identifies potential conflicts between project and functional areas
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards

Technical Skills 40%

  • Project Management using Azure DevOps
  • Technical experience in Azure and management of multi-integrated systems
  • Technical experience in GoldenGate implementation, ensuring seamless cross-team collaboration with Microsoft, IOB, Oracle, and product teams, and various stakeholders
  • Technical experience in products such as Databricks, data pipelines, Azure Data Factory, Delta Lakes, APIM, Power Platform and FHIR
  • Experience with conceptual and logical data models, providing actionable feedback and guidance
  • Ability to support the development of the program's strategic alignment with the organization Target State Architecture and existing platforms
  • Experience managing technical team that is responsible for implementing a data platform following the medallion architecture
  • Data integration experience
  • Experience using Azure DevOps for tracking of deployment pipelines, requirements traceability, test coverage, sprint velocity, and feature planning
  • Experience in managing Power Platform/low code projects
  • Sharepoint customization experience
  • Sprint, features and backlog planning
  • Experience working with DevOps teams
  • Act as the technical advisor/expert on all aspects of a specific deliverable

Project Management and Communication Skills - 35%

  • Demonstrated Experience with various project management tools, Azure DevOps producing project planning and coordination documentation (Business Case, Processes, Charter, Integrated project plan, Migration plans, schedules, project kick off materials, roadmaps etc.)
  • Experience creating and maintaining an integrated resource and project plan across multiple interdependent projects.
  • Experience tracking project finances and burn rates, earn value analysis as well as resource allocation.
  • Develop project management best practices, templates, and patterns for cloud and Power Platform model-driven solutions
  • Experience in updating and managing cross-project financials, including actuals, forecasts, and budgets.
  • Create and maintain an integrated resource and project plan across multiple interdependent projects
  • Collaborate with the client's product owner to prioritize the product backlog
  • Collaborate with diverse teams and negotiate solutions with multiple stakeholders
  • Proficient at requirements refinement, story point estimation, velocity, retrospection and other scrum techniques
  • Contribute to the advancement and improvement of Agile practices within the organization
  • Exemplify and promotes Agile values and principles
  • Coordinating and executing Threat Risk Analysis (TRA) and Privacy Impact Analysis, and addressing outcomes and/or recommendations
  • Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed
  • Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers
  • Experience in documenting business, technical and system processes and requirements; experience in identifying, reviewing and analyzing solution implementation options and alternatives, including associated risks, documenting results and presenting conclusions
  • Ability to introduce best practices, templates, SharePoint management sites for software development Skills in consensus building and issue resolution involving key stakeholders, and members of teams
