We are looking to expand our highway maintenance operating footprint and are preparing responses to several RFP tenders announced by the Provincial Government of Alberta for five (5) highway maintenance Contract Management Areas (CMAs) in the Northeast and North Central regions of the province.
As such, LaPrairie Works is calling for applications to fill the role of Quality Program Lead, Highway Maintenance Operations. LaPrairie Works Inc expects to fill this position / role should it be selected as successful proponent.
The Quality Program Lead, Highway Maintenance Operations will ensure that LWIs ISO-9001-2015 quality program standards and procedures are aligned with current legislation and the applicable contract specifications. The Quality Lead, inspects, audits and reports on key quality assurance and control processes; monitors field performance and achievements related to contract specifications and operating standards, and procedures; and audits QA/QC program inputs and controls to ensure LWI meets and exceeds its contractual obligations through a Continuous Improvement approach.
The Quality Lead will oversee and guide HSE-QAQC Monitor positions and work in collaboration with the Health and Safety and Environmental Team. The successful proponent will be able to travel to various LaPrairie Works Inc. facilities and/or work sites with the assigned CMA regions to perform related duties and responsibilities.
Responsibilities
- Provide professional expertise and guidance in all areas of QAQC Management.
- Provide leadership in QA/QC applications and process improvement initiatives for all company products and services.
- Monitor QA/QC systems and processes and advise the operations team on performance of key deliverables. publish statistics regarding performance against set goals.
- Perform gap analysis to current ISO standards and implement necessary updates to the quality management plan to ensure ISO 9001 2015 program compliance.
- Identify and implement process improvements to help increase the efficiency, effectiveness, and quality of company operations.
- Perform internal QA/QC audits to confirm compliance and potential areas of non-conformance in relation to contractual specifications, corporate policies, standard and approved industry practices, and operating procedures.
- Maintain the QAQC program for monitoring supplier quality, including audits, controls, and other qualifiers.
- Conduct risk analyses, verification, validation activities, and formal design reviews, as applicable.
- Support Continuous Improvement by integrating quality control tools into processes.
- Promote and advocate quality achievement and performance improvement across the organization.
- Act as liaison with external auditors and ensure compliance with provincial, national, and contractual standards and legislation.
- Ensure that regular site inspections and process audits are undertaken to guide staff in the adoption and implementation of LWIs quality management program components into their daily work.
- Prepare QA/QC reports and communicate findings to highlight performance and areas for continuous Improvement.
- Effectively manage required QA/QC documentation and reports to meet scheduled timelines.
- Provide leadership and guidance to the employees reporting to this position.
- Work in collaboration with the Health and Safety Teams.
- Identify relevant QA / QC training needs and opportunities.
- Lead in-house training with managers and employees on QA/QC issues and requirements.
- Other duties as may be assigned.
Requirements
- A Professional Engineering (P Eng) degree or a Certified Engineering Technology (CET) diploma, are preferred.
- Formal Quality Assurance and Control Program accreditation such as; ASQ CMQ/OE; ISO Certification etc. coupled with technical courses (Auditor, etc.) in conjunction with solid field experience will also be considered assets.
- Minimum of five years experience in a Quality Assurance and Control capacity with two (2) years in a quality program lead role.
- Suitable experience and/or equivalent knowledge in QA/QC practices within the Highway Maintenance, Public Works, and/or Civil Construction industry sectors is preferred.
- Good current working knowledge of QA/QC and ISO-9001 2015 standards.
- Demonstrated organizational skills with strong oral and written communication abilities.
- Strong leadership abilities, able to lead effective meetings.
- Strong verbal and written communication skills with demonstrated diplomacy and professionalism.
- Sound technical background (hands-on) with logical deductive reasoning approach.
- Interest in developing technical skills through both internal and external training.
- Exceptional organizational abilities with task prioritization, multi-tasking, use of timelines and time management techniques.
- Ability to create and review technical documentation, including project plans, test procedures, and design documents.
- Able to develop and employ applicable metrics for quality program inspections and audits.
- Strong work ethic and positive team attitude.
- Proficient in Microsoft basic suite of programs (i.e. Word, Excel, PowerPoint, Access).
- Ability to travel on a regular basis throughout the designated CMA areas of operations.
