The Fengate Infrastructure team is seeking a Contract and Quality Assurance Manager, Infrastructure Asset Management responsible for project delivery of a select number of operational Public-Private Partnership (P3) assets. This role will report to the Vice President, Asset Management, and work closely with the Project Administrator, Financial Reporting and Financial Planning and Analysis teams. This person will be a main point of contact with the contracting authorities and will be responsible for overall asset management, including ensuring that all obligations under the various project contracts are met, optimizing performance of the assets, and overseeing the performance of the subcontractors in meeting their obligations.

KEY RESPONSIBILITIES

  • Management and administration of contractual relationships with project stakeholders, including Contracting Authority, Contractors, Shareholders, Lenders' Technical Advisor, and others through formal and informal meetings, building trust and being committed to success for all
  • Develop and implement a quality assurance plan to ensure all contractual obligations are being met, and oversee the performance of subcontractors in meeting their obligations
  • Proactively manage and expedite issues to prevent escalation to formal dispute resolution processes, and effectively handle issues that do escalate, thereby mitigating direct and indirect exposure for the Project Company.
  • Develop and achieve business plan targets per the financial model and annual budgets
  • Lead responsibility for reporting to the Board of Directors and presentation at Board meetings, in addition to all other management reporting requirements.
  • Delivery of all other functions reasonably expected of the representative of a project company of this nature.

Requirements

KEY QUALIFICATIONS

  • Undergraduate degree in business, engineering or a relevant field of study.
  • Preference will be given to candidates with 3+ years' experience in P3 infrastructure, facility management and/or construction within a health care setting, demonstrating a strong understanding of projects and associated risks.
  • Excellent interpersonal and communication skills.
  • Ability to engage with clients and all stakeholders, forming effective relationships, gaining their respect and confidence through all round gravitas.
  • Ability to be self-sufficient and work with minimal supervision.

LOCATION

This position is a hybrid role with the expectation of a minimum of three days per week at Brampton Civic Hospital in Brampton, Ontario.
