Currently, the City of Belleville has an exciting opportunity for a highly motivated and dynamic individual to join the Environmental Services Department as a Water Distribution Operator.
PURPOSE AND SCOPE:
Reporting to the Supervisor of Water Distribution, this position involves the operation of a Level III Water Distribution System including rotating on-call responsibilities.KEY ACCOUNTABILITIES/ RESPONSIBILITIES:
  • Clearly and effectively communicate operational information with supervisors and coworkers.
  • Maintain proper and legible operations records.
  • Repair distribution system leaks – mains, services, valves, and hydrants.
  • Participate in water distribution system maintenance programs including hydrant flushing, valve exercising, dead end water main flushing, Spring and Fall Hydrant maintenance.
  • Handle customer complaints as per applicable SOP's.
  • Tap water mains.
  • Complete Subdivision securities maintenance inspections.
  • Complete pre and post construction inspections.
  • Work in confined spaces and from heights.
  • Assume OIC responsibilities, if required, when suitably certified and experience
  • Clean and maintain work environment in a hygienic state.
  • Perform On-call duties (24/7) as part of a weekly rotation.
  • Be available within 20 minutes response time when on-call.
  • Participate in JH&SC and QMS audits and inspections.

EDUCATION/SPECIALIZED TRAINING/SKILLS:
Essential (minimum) Qualifications:
  • Successful completion of a minimum two (2) year post-secondary program in Civil Engineering or Environmental field or other suitable equivalent that would enable operator certification up to the level of the facility (in accordance with O. Reg. 128/04 as amended from time to time).
  • Valid OIT in Water Distribution Subsystem MECP Certification as per OREG 128/04, with the ability to obtain licensing to the level of the Facility (WD 3).
  • Valid Class DZ Driver's license with safe driving record, to be held and maintained.
Asset (preferred) Qualifications:
  • Level 3 Water Distribution Subsystem MECP Certification.
  • Working knowledge of provincial Safe Drinking Water Act and Associated Regulations.
  • Working Knowledge of Infrastructure and Construction Practices.
  • Working Knowledge of Occupational Health and Safety Act with emphasis on Trenching, Shoring, and Confined Space Entry.
  • Current First Aid, CPR and WHMIS training.
  • Basic computer skills including email, MS Word, Excel, Outlook.
  • Excavating experience.
  • Ability to complete tasks involving heavy pushing, pulling, and lifting on a regular basis; work in an uncontrolled environment / condition; work in a construction environment, i.e. traffic, uneven ground; recognize hazards and be able to assist in mitigating and controlling hazards.
  • Ability to lift and move heavy objects (at least 50 lbs.).
WORK EXPERIENCE:Essential (minimum) Qualifications:
  • Operational experience performing a variety of operational duties in a Large Municipal Residential Water Distribution System (as defined in O. Reg. 170 under the SDWA) or minimum 2 years' experience in construction of Water Distribution / Wastewater Collection or Facilities mechanical construction working around excavations and heavy equipment.
  • Demonstrated exceptional mechanical aptitude.
  • Hand and power tool use.
Asset (preferred) Qualifications:
  • General sampling experience for colour, turbidity, chlorine, and bacteriological.
