Job Scope
Reporting to the President of Bushell Transport Co. Ltd. the HSE Compliance Manager at Bushell Transport Co. Ltd. is responsible for overseeing and ensuring the safety compliance of the office, shop, parts room, and cross-border fleet. This role involves maintaining and enhancing the corporate Commercial Driver and Vehicle Safety and Compliance Program, monitoring and managing provincial and federal NSC carrier registrations, and providing services to RST. The position requires extensive knowledge of various safety and compliance standards, including AMTA, FMCSA, DOT, CCOHS, Alberta WCB, Partnerships COR, and more. The HSE Compliance Manager will work closely with the Human Resources/Development Manager to ensure comprehensive safety and compliance training and development programs.
Job Responsibilities:

- Develop, implement, and enhance a corporate Commercial Driver and Vehicle Safety and Compliance Program to ensure the highest safety standards.
- Monitor and manage Provincial and, where applicable, Federal NSC carrier registrations to ensure compliance with all regulatory requirements.
- Develop, monitor, and manage records for Bushell Transport Co. Ltd. and RST, including driver files, hours-of-service records, daily vehicle inspection reports, and vehicle maintenance records, including NSC carrier profiles.
- Ensure that both Bushell Transport Co. Ltd Cross-border, Canada/USA and RST Canadian Heavy Haul Division are compliant in their processes and procedures.
- Coordinate a program to obtain and review commercial driver abstracts at regular intervals to ensure driver qualifications and compliance.
- Maintain and utilize safety information systems such as ISNetworld, COR, Avetta, Comply Works, PDIC, and Workhub to track and manage safety data.
- Manage driver qualification requirements, including monitoring licensing status and ensuring all drivers meet regulatory standards.
- Manage corporate commercial driver training programs to ensure all drivers are adequately trained and compliant with safety regulations.
- Oversee corporate commercial driver road testing programs to ensure driver competency and safety.
- Collaborate with cross-functional teams, including the Human Resources/Development Manager, to conduct incident investigations and follow-up for any inspections, convictions, collisions, or near misses.
- Conduct safety meetings and training sessions in collaboration with the Human Resources/Development Manager to ensure all employees are aware of safety protocols and procedures.
- Monitor and document hours-of-service compliance (HOS), including electronic logging devices (ELD), to ensure adherence to regulations.
- Work with the Fleet Maintenance Coordinator and Shop Foreman to ensure commercial fleet preventative maintenance programs and annual inspection programs are completed.
- Monitor trip inspection compliance with adherence to NSC Standard 13, PDIC, and CTSP to ensure vehicle safety.
- Provide and develop Train-the-Trainer programs to ensure consistent and effective safety training.
- Ensure compliance with FMCSA, DOT, Transportation Canada, Load Securement (ex. Standard 10), and CTSP regulations.
- Maintain border-crossing requirements, including C-TPAT, CSA, FAST, and PIP, to ensure smooth and compliant cross-border operations.
- Organize or conduct internal and third-party audits in preparation for Partnerships COR, NSC Carrier Compliance, and Safety Certificate.
- Establish key performance indicators for Partnerships COR Safety performance reporting to track and improve safety outcomes.
- Develop Safety Policies and CCOHS Regulations at Federal and Provincial jurisdictions, including the use of PPE and other safety equipment.
- Manage the procurement, distribution, and maintenance of PPE to ensure all employees have the necessary equipment to perform their tasks safely.
- Report unsafe conditions, all incidents, injuries, and near misses to ensure a proactive approach to safety management.
- Oversee Shop requirements, ensuring compliance with safety standards and regulations.
- Coordinate with the Shop to ensure timely maintenance and repairs of vehicles.
- Implement and monitor safety protocols within the Shop to ensure a safe working environment.
- Ensure the parts room is organized and compliant with safety regulations.
- Work with the office building staff to ensure a safe and compliant work environment.
- Collaborate with the Human Resources/Development Manager to develop and implement training and development programs, job/task inventory, and qualifications for all employees
- Additional tasks as required.
Qualifications:
- Professional certification such as OHS Diploma or Canadian Registered Safety Technician (CRST)
- Certification in safety management (ex. CRSP, CHSC) is preferred.
- Minimum of 7 years of experience in safety and compliance management within the transportation industry.
- Extensive understanding of regulations relating to Transport Canada, Commercial Transport Regulations (CTR), Occupational Safety and Health Act (OSHA), Canadian Standards Association (CSA), American National Standard Institute for Occupational Safety and Health (NIOSH).
- In-depth knowledge of federal and provincial transportation regulations, including FMCSA, DOT, Transportation Canada, and NSC.
- Experience with safety information systems such as ISNetworld, COR, Avetta, Comply Works, PDIC, and Workhub.
- Strong organizational skills and attention to detail.
