There is one Full-Time permanent Senior Facilities Manager position available starting on January 22, 2025, working 37.5 hours per week.
Your Role:
Responsible for the facilities management of all Agency sites, including Luther Village on the Park. Provides oversight and leadership of the maintenance, housekeeping, and grounds departments across the Agency. Develops systems in areas of property management, capital projects, and emergency preparedness. Member participant in Joint Health & Safety Committees. Oversees all facility-related contracts, ensuring vendors meet responsibilities outlined in their contract. Responsible for the facilities budget, departmental operational plan, and capital planning. Participates in on-call responsibilities as required and backfilling departmental positions during staff shortages. Demonstrates a passion and desire to work with a diverse multi-disciplinary team from an equity lens, creating a space where staff and residents feel they belong.
Tasks:
Facilities Management:
- As a member of the Agency Leadership Team, participates in the development of the agencys strategic plan.
- Acts as a resource to the Leadership and Senior Leadership Teams, providing information regarding facility needs.
- Collaborates with Senior Director and Executive Director on development and implementation of departmental strategic and operational plans.
- Develops, implements, and monitors a work order system for reporting and resolving problems.
- Participates in agency renovation projects for designated sites adding value based on knowledge and experience.
- Ensures, in collaboration with architect/project manager, that the specifications are met and quality standards are achieved. Often oversee renovation projects for designated sites.
- Purchases equipment, services and all necessary supplies required for repair and maintenance of all assets; Makes recommendations for equipment replacement.
- Works with contractors to resolve, repair and warranty concerns at the site.
- Ensures that the buildings and grounds are maintained and functional.
- Creates cost-effective ways of improving facility standards and ensuring a customer friendly environment.
- Conducts an audit of Grounds, Housekeeping and Maintenance to ensure standards are being met; Ensures that designated facilities and properties are maintained and functional.
- Assists with coordination of tenders and quotes in accordance with Broader Public Sector Procurement legislative requirements and ensures necessary specifications are identified.
Administration:
- In consultation with the Senior Director and Executive Director, develops the annual budget for areas of responsibility.
- Implements, monitors, and ensures the recording of information daily as it relates to fire systems, security systems, pool systems and chemical balancing, emergency power resources, heating, air-conditioning and all related HVAC, plumbing, electrical, roofing, elevators, door systems, irrigations system as well as grounds and vehicle maintenance.
- Negotiates service contracts with vendors (i.e., mechanical equipment, grounds maintenance, snow removal) as per the broader public sector requirements; Prepares request for proposal documents to ensure contractors meet criteria within the scope of contract.
- Oversees the purchase and replacement of equipment, services and all necessary supplies required for repair and maintenance of all assets.
- Creates, reviews, and approves all purchase orders as it relates to designated sites as well as credit card purchases by designated staff.
- Develops and maintains a service and maintenance manual for preventive maintenance of all equipment such as furnaces, water softeners and pool filtration system.
- Maintains an up-to-date inventory of equipment.
- Maintains a list of contractors needed for each location.
Emergency Preparedness:
- Participates in all emergency preparedness committees and shares concerns with the Leadership teams.
- Ensures fire plans for each site are implemented and revised, as required.
- Ensures all emergency preparedness drills occur as per policy and RHRA and other legislation.
- In coordination with the Fire Department, implements the fire plans for the site and revises as required.
- Provides fire panel training to all the departments to ensure teams are prepared to respond in emergencies.
- Conducts FIT testing of N95 respirators to ensure staff have the PPE they require.
- Oversees pandemic supplies and ensures sufficient supplies are on hand for outbreaks.
Security:
- Develops and implements a facility response system for emergency and non-emergency concerns on a 24-hour, seven day a week basis.
- Develops a comprehensive plan for security and revisions as required.
- Ensures electronic security systems are functioning properly. Works with IT, as needed.
- Develops list of staff responsible for response to security calls at each location.
- Develops and implements a facility response system for emergency and non-emergency concerns on a 24/7basis.
Leadership:

Supervision:
- Responsible for the screening, interviewing and hiring of new team/department members in consultation with the Human Resources Department and Executive Director.
- Responsible for providing/overseeing initial training and orientation to all new direct reports as assigned.
- Responsible for conducting monthly supervision meetings with all direct reports.
- Responsible for the administration of probationary/annual performance reviews and ensuring all necessary documentation is completed and submitted for processing in a timely manner.
- Responsible for the training and development of staff within the areas of responsibility.
- Involved in disciplinary and termination decisions and actions in consultation with the Executive Director and Human Resources Department.
- Provides leadership and support to employees within the area(s) of responsibility.
- Implements responsive leadership tools and strategies to support employees.
- Responsible for completing preferred leadership profiles with all new direct reports.
- Provides departmental and organizational leadership to ensure a high quality of customer centered, performance-oriented services.
- Works cooperatively with other members of the Leadership Team to communicate information and increase organizational effectiveness.
Other:
- Attends and participates in resident meetings, as required.
- Participates in supervision with Senior Director.
- Represents Starling Community Services in the community.
- Participates in Agency committees and task forces.
- Complies with the policies and procedures of the Agency as outlined in the Policies and Procedures Manual
- Complies with the duties imposed by law or contract and the policies and procedures for performing the job in a safe and healthy manner.
- Takes an active role in promoting and protecting personal health and safety and the health and safety of others, both staff and consumers. (Sec.28(1) OHSA)

Your Talents and Experience:
A formal training program in maintenance preferred with five years experience managing facilities and/or property management required. Must have an ability to manage a multi-disciplinary team with a diverse range of services. Exceptional leadership skills and an ability to motivate, train and coach staff is critical. Strong budgetary skills as well as exceptional interpersonal and communication skills required. A working knowledge of Fire Alarm Systems and building code, computerized security systems, and HVAC required. Must be available to respond to 24/7 facility emergencies and participate in an on-call rotation. Alignment with the agencys commitment to antiracism and anti-oppression. Demonstrates a passion for antiracism and anti-oppression practices and creates an inclusive space for residents and staff. After-hours work will be necessary due to project schedules, deadlines, and emergencies. A car in good working condition and a valid drivers license is required.

When determining rate of pay for external hires, a candidates past related experience will be taken into consideration along with where others with similar experience currently fall within the band.
