DESCRIPTION
The Health, Safety & Environment (HSE) Coordinator will work alongside the HSE Supervisor as the designated health and safety representative responsible for promoting awareness, prevention, training, and the Internal Responsibility System to all workplace parties. This position will support projects within Ottawa. The incumbent will interpret HSE legislation and make recommendations to ensure compliance and due diligence by all employees and onsite personnel.
RESPONSIBILITIES
- Joint Health & Safety Committee (JHSC)
- Establish, chair and manage JHSC and ensure each trade has an elected member
- Investigate work refusal and work stoppage cases
- Escort the Ministry of Labour representative during site visits
- Liaise with external legal authorities when responding to complaints
- Provide employee safety training and awareness on current and upcoming legislation
- Inspections
- Conduct workplace inspections and document accordingly
- Document corrective measures and follow up to maintain compliance
- Gather and review supplier yearly machinery inspections upon arrival onsite
- Gather and review daily machinery inspections and follow up on repairs
- Accident and Emergency Response
- Develop, implement and provide training on emergency response rescue and evacuation plans
- Install, inspect and maintain emergency items such as emergency response plans, signage, First Aid kit, fire extinguishers, etc.
- Maintain the emergency worker count on the man count board
- As the designated First Aid person onsite, provide treatment to injured workers and document accordingly
- Investigate near-misses, occurrences and accidents
- Complete accident reports and/or investigation reports
- Implement corrective actions and steps to prevent re-occurrence
- Assist the Occupational HSE Supervisor with WSIB claims
- General Administration
- Assist in problem solving, ongoing complaints from workers, enforcement and disciplinary measures (document verbal, written & expulsion.)
- Stop work when unsafe work practices or conditions are encountered
- Monitor housekeeping and address concerns with Site Superintendent
- Gather contractual documents prior to trades mobilizing onsite and advise the Health & Safety Manager to stop payment for outstanding documents
- Implement, monitor and/or complete work permits for after-hour work, roof work/balcony access, critical lifts, confined spaces, hot work, excavation, and tool and/or equipment removal
- Review and assist the construction team with trade coordination (work schedule) to avoid future complaints, hazards or delays
- Write site-specific memos, weekly safety bulletins and update the hazard boards
- Assist in conducting pre-job safety instructions (PSI) and developing job hazards' analysis (JHA) and safe work procedures
- Update orientation manuals as the condition of the site changes
- Miscellaneous tasks
- Responsible for inspecting and lending equipment, when needed
- Conduct onsite safety talks
- Provide site-specific orientation training
- Attend the weekly supervisor trade meetings
QUALIFICATIONS
- Degree or Certificate in Health, Safety, and Environment, or similar
- Minimum 3 years' experience in HSE in a construction environment or a combination of minimum 3 years of construction experience with education in HSE.
- Knowledge of HSE legislation in the construction industry.
- Strong organizational and administrative skills.
- Strong communication skills, oral and written.
- Ability to influence others to follow safety rules and regulations.
- Patient and calm.
- Strong problem solving skills.
- Strong emergency response skills.
- Advanced proficiency in MS Office (Word, Excel, etc.).
- Must possess a vehicle and valid driver's license to travel between the office and sites.
- Must possess CPR/First Aid Certification.
