The City of Brooks requires one (1) Sr. Engineering Technologist in the Engineering Department.
SUMMARY OF FUNCTION:
The Senior Engineering Technologist is responsible for performing tasks to assist the Manager of Engineering, such as project administration, review and approval of utility requests, the review of design drawings for capital projects, review and administration of capital projects, and general research on engineering-related matters. The Senior Engineering Technologist will perform engineering assignments as part of a work team involved in the planning, organizing, developing, monitoring, and inspection of such projects. The Senior Engineering Technologist is responsible for reviewing and commenting on proposed subdivision plans, utility plans, and development proposals and ensuring City construction standards are adhered to when work occurs around all City-owned infrastructure. The Senior Engineering Technologist also provides as-built information and technical support to the City GIS and asset management program as well as to City departments.
TYPICAL DUTIES:
- Under the general direction of the Manager of Engineering ensures all City infrastructure upgrades meet the appropriate system demands, and works with the general public, consultants, and departments.
- Provides detailed project estimates to the Manager of Engineering for the planning and implementation of individual projects and Operating and Capital budgets.
- Maintains effective communications with consultants, contractors, utility companies, City personnel, and the general public.
- Co-ordinates projects from preliminary phases of design to construction completion, including financial management, tendering, monitoring contracts, expenditure control and payment and inspections.
- Prepare multiple types of procurement documents for services and goods.
- Assist in the review of bid proposals and make recommendation on the award of bids.
- Lead and or participate in design, pre-bid, public engagements, site review, and preconstruction meetings.
- Review construction inspector notes, make field visits during construction phase, interface with contractor around project schedule and interpret project documents, codes, regulations, and construction standards.
- Work with Communications to post project status communications for the public.
- Reviews engineering drawings and conducts design analysis to ensure drawing, layout or design satisfies the City of Brooks' Construction Standards and Specifications.
- Receives and reviews applications for utility installations or maintenance, evaluates, approves, and inspects all excavations within City road allowances or municipally owned property.
- Provides support in the development and implementation of Asset Management strategies and frameworks at all levels of the organization.
- Prepares reports and grant applications under the direction of the Manager of Engineering for submission to Provincial authorities.
- Prepares presentation drawings/story boards for presentations to Council and the general public.
- Provides technical assistance to City departments as required.
- Documents, investigates, and responds to complaints received from the public for the areas of responsibility.
- Performs other related duties as assigned.
Responsibility:
This position is responsible for ensuring the following:
- Ensure adherence to all applicable City of Brooks policies and bylaws.
- Ensure compliance with OH&S including attendance at safety meetings, being properly trained in OH&S related topics, and ensuring work is completed in a safe manner.
- Compliance with safe construction practices for all projects, third parties included, within Corporate City Limits. Ensures all work is carried out in accordance with Council policy or legislation.
- Conducting or participating in meetings and conferences concerning project progress and activities.
- Traveling to various construction locations to inspect construction and major replacement/upgrading projects for City owned facilities and ensures compliance with design specifications and applicable codes.
- Recommending to senior management the stoppage of work and progress when safety concerns override basic commitments, or when continuation will result in substandard work.
- Verify compliance with work with construction plans, material samples, and other approval items submitted by the contractor, with approval contingent on either the inspection reports or the reports of appropriate laboratories or consultants.
- Preparing reports and documenting project activities and data.
TRAINING AND EXPERIENCE REQUIREMENTS:
- Requires post-secondary courses (Civil Engineering, Engineering, Project Management or related fields) at an accredited college or post-secondary institute or equal.
- Designated C.E.T., R.E.T., P.Eng. or equivalent is preferred.
- Registered member of the Alberta Society of Engineering Technologists or the Association of Professional Engineers and Geoscientists of Alberta.
- Directly related municipal government or engineering experience preferably in areas of, water distribution, sanitary, and storm sewer collection and treatment, road construction, land development, and shallow utility installations.
- Training or experience in construction, contract law, and administration, construction site safety, and computer aided drafting.
- Experience in project management and road and utility construction supervision.
- Computer knowledge of Microsoft Office products (Word, Excel, Outlook, Project, Publisher) is an asset. Previous experience with Project Management and Scheduling software is also an asset.
- Previous experience with asset management and GIS systems an asset.
- Valid Class 5 Driver's license with clean driver's abstract.
- Subject to a criminal record check.
Compensation & Benefits:
- The City of Brooks offers a competitive salary and benefits package with this position falling within the scope of the Collective Agreement between the City of Brooks and the Canadian Union of Public Employees Local 1032.
