Note: Hybrid - Candidate must work 3 days onsite and 2 remote

MUST HAVES:

  • Over 10+ years of project management experience leading and planning complex, mission critical projects or initiatives involving business transformation, and design, development, implementation, and integration of IT solutions and services including web-based applications, Cloud-based services, and API's.
  • Over 10+ years of experience with the Software Development Life Cycle following Waterfall, DevOps, Agile or Iterative methodologies and practices.
  • 10+ years knowledge and experience with designing, implementing and integrating web-based applications and/or cloud-based micro-services and solutions using full stack Java-based, and/or Microsoft .Net technologies.
  • Experience with the delivery of large complex IT Health-related projects, and public-facing services
  • Knowledge of Ontario's Freedom of Information and Protection of Privacy Act (FIPPA) and it's municipal equivalent the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), Personal Health Information Protection Act (PHIPA) and their respective regulations.

Description

Responsibilities:

  • Provide project management for various high-profile projects within the branch
  • Ensure project deliverables meet clients' business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with OPS project management methodologies and frameworks
  • Interact with senior staff within the ministry and with external partners and manage relationships
  • Lead organizational development, strategy development, business planning, and ministry funding requests.
  • Gather and develop requirements to create and maintain a detailed project schedule and/or integrated plan
  • Identify team members in various disciplines, clarify roles and responsibilities, and set task/ deliverable/performance expectations for resources that are both OPS unionized employees, as well as Fee for Service (FFS) consultants
  • Resolve resourcing and inter-personal conflicts, negotiate changes to resourcing, ensure knowledge is shared among team members so that project objectives and deliverables are met
  • Develop complex project budgets based on multiple funding channels and cross-ministry dependencies
  • Effectively manage large project budgets and ensure a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals
  • Use ministry project management tools for recording and reporting project/program data
  • Participate in team meetings
  • Create/update Integrated Project Management Plan (IPP), adjust and update IPP as per change requests
  • Perform reviews of schedule, variance analysis, adjust leads and lags, and revise schedule
  • Manage and monitor project progress, critical path activities, and report on slippage
  • Create overall project status and project progress reports for project executives and stakeholders
  • Identify and manage issues, review issue status, and produce issue logs
  • Proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed
  • Articulate and prioritize issues and risks at senior executive levels, and recommends mitigation strategies for decision makers
  • Review change requests, and prepare change requests report to be reviewed by Change Control Board, and adjust integrated project plan accordingly
  • Prepare business transformation and adoption plans
  • Create and provide knowledge transfer documentation as part of the knowledge transfer plan
  • Establish and participate in steering committee and stakeholder forums
  • Provide project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels
  • Use appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects - concept, definition, planning, implementation and close-out
  • Promote OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology, and the control of the use of I&IT resources
  • Adopt and adhere to OPS Unified I&IT Project Methodology, OPS/e-Health Ontario Gating process
  • Be a demonstrated team player with a track record for meeting deadlines.

NOTE

  • Extension/Amendment Attestation: Extension(s) only allowed using unused days/funds left on contract. No additional funds will be added beyond the maximum contract value and any extension options included in the original SOW.
  • Assignment Type: This position is currently listed as "Hybrid" as consultants will be required to work partly in the physical workplace and partly remotely. The details of this arrangement will be at the Hiring Manager's discretion.

Experience and Skill Set Requirements

Project Management Skills and Experience - 50%

  • Over 10+ years of project management experience leading and planning complex, mission critical projects or initiatives involving business transformation, and design, development, implementation, and integration of IT solutions and services including web-based applications, Cloud-based services, and API's.
  • Over 10+ years of experience with the Software Development Life Cycle following Waterfall, DevOps, Agile or Iterative methodologies and practices.
  • Working with business analysts and system designers to define project scope, and design and translate the business requirements and functional specifications into an application design appropriate to meet the business and operational/IT needs
  • Leading a team of business analysts, designers, developers & testers, and working with cross-functional teams
  • Overseeing the development of agreed-to IT solutions and implementation of those solutions, including design, test, installation and monitoring of the new systems and services.
  • Gathering and developing requirements in order to create and maintain a detailed project schedule, timelines, resource and integrated plan
  • Acting as the senior business/technical expert, coordinating all aspects of a specific deliverable including the oversight of team members where appropriate
  • Applying business process transformation and re-engineering concepts to promote business improvements through alternative, cost effective service delivery approaches
  • Identifying, articulating and prioritizing issues and risks at senior executive levels and recommending mitigation strategies for decision makers
  • Establishing and participating in working groups and stakeholder forums
  • Developing detailed project management documentation
  • Identifying conflicts and communicating deliverable conflicts or issues to the engagement lead or client manager
  • Proactively identifying, managing and working with relevant parties on risk mitigation strategies to ensure commitments and deliverables are completed as per approvals and stakeholder expectations
  • Anticipating and resolving problems to ensure that the deliverables are completed, on time and within budget, to the highest quality, meeting or exceeding expectations
  • Identifying and resolving project conflicts related to resources, schedules, cost etc.
  • Developing and/or supporting the development of training and communications material in support of large system implementation
  • Developing, preparing reports and presentations, including options, recommendations, implementation plans, designs, strategies and change-management options
  • Developing, maintaining and regularly completing any reporting or dashboard tools required by project sponsors/clients
  • Presenting solutions in written or oral reports, preparing documentation and presenting progress reports to clients
  • Providing project, program, and/or portfolio reporting to multi-stakeholders at management levels
  • Using appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects - concept, definition, planning, implementation and close-out
  • Building positive relationships by developing an understanding of business and deliverable needs
  • Developing mechanisms, frameworks, processes and procedures for implementing the deliverables as it relates to the project
  • Working with teams to apply the best practices in definition and design of application software, hardware and network requirements
  • Project Management Professional (PMP) Designation is desired.
  • Deployment to meet the functional and non-functional requirements, adhering to GO-ITS and Digital Health standards and internal branch standards and in some cases proposing amendments to those standards.

Technical Experience / Knowledge Areas - 30%

  • 10+ years knowledge and experience with designing, implementing and integrating web-based applications and/or cloud-based micro-services and solutions using full stack Java-based, and/or Microsoft .Net technologies.
  • 7+ years of experience with Agile project management and development practices (Scrum Master certified preferred); managing the backlog, sprint planning, velocity tracking, Agile testing, retrospects, etc.
  • Familiar with a wide range of methods, techniques and tools for business architecture such as, but not limited to:
    • business functional modeling,
    • service lifecycle modeling,
    • business event modeling,
    • business process mapping,
    • business process re-engineering;
  • Demonstrated experience with JAD sessions and in working with stakeholders to identify their business needs, and translate them into concise and complete requirements; creating and managing the requirements as User Stories, Epics, Story Maps, etc.
  • Knowledge and understanding of Information Management principles, concepts, policies and practices
  • Experience with integrated change control process
  • Experience with project management software such as MS Project, Planview, Jira, or Microsoft DevOps Azure.
  • Experience with the implementation of web applications and services using cloud technology such as MS Azure, OpenShift, Kubernetes, Docker; and web application servers such as Solaris, Red Hat, IBM WAS 8.0+.
  • Experience in applying business process transformation and re-engineering concepts to promote business improvements through alternative, cost effective service delivery approaches
  • Experience with Digital Health Standards, including HL7 FHIR.

Healthcare Experience - 15%

  • 7+ years of experience working with federal/provincial/broader public-sector healthcare providers
  • Knowledge of Public Sector Enterprise Architecture artifacts (or similar), processes and practices, and ability to produce technical documentation that comply with industry standard practices
  • In-depth knowledge of industry standard such as Project Management Institute (PMI) and Public Sector I&IT project management methodologies.
  • Knowledge and experience with Public Sector/e-Health Ontario related projects
  • Knowledge and understanding of Ministry policy and IT project approval processes and requirements
  • Experience adopting and adhering to Public Sector Unified I&IT Project Methodology, Public Sector Enterprise Architecture and Public Sector Gating process, and Public Sector Standard Systems Development Methodologies
  • Experience with the delivery of large complex IT Health-related projects, and public-facing services
  • Demonstrated experience with GO-ITS Digital Health standards, and internal branch standards.
