ABOUT THE ROLE
We are seeking a Specialist, Environmental Compliance with excellent interpersonal and strong communication skills to join our team! Under the direction of the Supervisor, Lands and Leasing, the Specialist, Environmental Compliance is responsible for a wide variety of duties supporting the conservation and protection of Fort McKay First Nation's reserve lands. This includes developing community and commercial/industrial environmental management plans, supporting sustainable community land and resource development, and monitoring land-based activities for compliance with environmental laws, regulations, and policies. This is a full-time permanent position working Monday to Friday, located in Fort McKay, AB. Some travel is required for this position, including travel via small aircraft (float plane or helicopter) into remote locations at times.
KEY RESPONSIBILITIES
Responsibilities include, but are not limited to:
  • Coordinate environmental impact assessment (EIA) processes relating to the use of Fort McKay reserve land, including approving or defining project terms of reference, reviewing and acceptance of EIA reports, and coordinating monitoring of EIA mitigation strategies and commitments.
  • Coordinate and manage environmental site assessments, site clean ups as well as remediation and reclamation projects.
  • Lead the implementation of on-reserve environmental management, conservation and protection programs.
  • Conduct and/or coordinate all inspections on leased/commercial properties and site visits on community lands.
  • Ensure compliance with environmental regulations, policies and terms and conditions related to tenants' leases, move in/move outs, spills, and emergencies.
  • Write environmental monitoring summaries and contribute to weekly reports, monthly reports, briefing notes, presentations, Requests for Decision, QGM/AGM reports, and any other required reporting.
  • Conduct fuel tank compliance inspections and provide reports to tenants to support compliance activities.
  • Liaise with government agencies/stakeholders and other departments on various environmental initiatives.
  • Use different technologies, such as drone footage, Veerum, GPS, to record land and environment data for FMFN's Geographic Information System, environmental monitoring programs and contaminated sites.
  • Ensure environmental requirements for the Addition to Reserve (ATR) process are completed, including managing all environmental contractors required and all environmental data related to Fort McKay's ATR parcels.
  • Ensure land and environmental databases are maintained for new and existing properties and tenants.
  • Co-ordinate the development of environmental laws, policies and procedures for Fort McKay reserve land, as needed.
  • Support enforcement, prosecution, and adjudication actions, as needed.
  • Maintain detailed and organized records for all meetings.
  • Review invoices for contractors associated with projects being coordinated.
  • Attend meetings assigned, within and outside of the community.
  • Update task tracking database regularly.
  • Ensure documentation, correspondence, reports etc. are appropriately saved and filed in the FMFN network drive or equivalent, following information management policies and procedures.
  • Attend appropriate workshops, seminars, and training sessions as required to remain current and up to date on topics of concern to the First Nation relating to land management.
  • Review environmental reports and data, as required, and provide feedback in support of any industry or government files under the Environmental and Regulatory team.
  • Support environmental monitoring programs, as needed.
  • Work with FMFN trappers regarding any environmental concerns, as needed.
  • Support Fort McKay's Oil Sands Project Team on environmentally related matters, as needed.
  • Travel into the field via small aircraft (float plane or helicopter), as needed.
  • Other related duties as required.
KEY REQUIREMENTS
  • University degree in Environmental Science, Reclamation or similar discipline.
  • A Transport Canada Basic or Advanced drone (RPAS) pilot certificate is an asset.
  • Possession of a Pleasure Craft Operator Card is an asset.
  • Minimum of 3 (three) years of related land/environment management with a proven demonstration of skills will be considered.
  • Professional designation or eligibility for professional designation with a professional organization is an asset.
  • Knowledge of federal legislation applicable to First Nation Reserves and provincial environmental legislation that may apply or be adapted to apply to developments or activities occurring on Fort McKay reserve land.
  • Strong computer skills (MS Office Suite) and the ability to learn new software applications and platforms are essential to this position.
  • Experience working in a First Nations community including knowledge of First Nations culture, traditions and values is a definite asset
  • Ability to speak, read and write Cree and/or Dene is considered an asset
  • Clean Criminal Record Check is required
  • Valid class 5 Driver's License & Clean Driver's Abstract required
