DIRECTOR OF OPERATIONS (FULL-TIME)

DEADLINE: AUGUST 27, 2024

REPORTING TO: CHIEF AND COUNCIL

WAGE: $100,000.00 ANNUALLY

The Director of Operations is responsible for the management, administration and delivery of all Band programs and services to ensure that the needs of the Eagle Lake Band Members are met in a reasonable, effective manner, and efficient manner.

The Director of Operations will oversee all operations of the Eagle Lake Band, ensuring respectful and responsible decisions and actions that align with relevant legislation, policies, and procedures.

The Director of Operations will act as liaison between other government agencies, departments, private industry and any other individuals, groups or agencies operating in the community.

DUTIES AND RESPONSIBILITIES:

  • Develops organizational strategic and operational plans under the direction of Chief and Council.
  • Implements and evaluates strategic goals/plans, policies, procedures, and community programs.
  • Ensures all Band operations comply with relevant legislation, regulations, and agreements.
  • Manages agreements and relationships with government agencies, submitting required reports.
  • Supervises community infrastructure and asset management, including equipment and facilities.
  • Oversees all financial operations, including budgeting, accounts payable/receivable, and payroll.
  • Guides Finance Manager and Program Managers in annual operating and capital budget development.
  • Provides leadership in financial affairs management to Chief and Council.
  • Maintains knowledge of budget and funding requirements, government financial legislation, and Band policies.
  • Coordinates Band operations budget preparation and ensures timely financial reporting and accuracy.
  • Leads program delivery across health, education, housing, social assistance, and administration.
  • Develops proposals for program funding and ensures proper fund utilization.
  • Establishes and maintains program policies, procedures, and standards.
  • Designs evaluation criteria to measure program effectiveness and delivery.
  • Prepares materials and reports for Band Council operations.
  • Attends and supports all Band Council meetings, coordinating agendas and resources.
  • Maintains and circulates Band Council meeting minutes and resolutions.
  • Acts as liaison between Band Council and Members, ensuring compliance with policies and procedures.
  • Represents the Band at local, regional, provincial, and national meetings as required.
  • Oversees day-to-day HR functions, guiding HR Manager in alignment with Band standards and legislation.
  • Monitors staff training and evaluation processes to maintain performance expectations.
  • Cultivates a positive work environment reflecting Eagle Lake Band values and culture.
  • Performs additional duties as necessary and assigned by Chief and Council.

REQUIREMENTS:

  • Post-secondary education in business, administration, finance, or equivalent.
  • Minimum five (5) years of related management experience in a First Nation setting.
  • Understanding of First Nations administration, legislation, and policies.
  • Strong leadership and management skills.
  • Proficiency in financial and operations management.
  • Familiarity with public sector accounting standards.
  • Ability to build effective relationships with internal and external stakeholders.
  • Conflict management and resolution skills.
  • Excellent written and verbal communication skills.
  • Proficiency in MS Office Suite (Excel, Outlook, Word, PowerPoint).
  • Cultural awareness and sensitivity, dedication to the Eagle Lake community.
