Nature and Scope
The HR Recruitment Specialist provides front line professional recruitment services, as well as HR advisory services. This position will positively promote and create an environment that demonstrates SIIT's vision, mission, and mandate.
General Accountability
This position will serve a key role in supporting human resources initiatives that are aligned with the vision of the Institute. The HR Recruitment Specialist's primary purpose is to provide professional support, consultation and coordination specific to the recruitment and selection process throughout the Institute. This position will also work closely with the Director and the HR Consultant in supporting other functions such as building job profiles, employee relations and project work as required.
The HR Recruitment Specialist will be responsible for the coordination of the recruitment cycle and provide recruitment training and guidance to hiring managers. This position will help leaders select top candidates while ensuring compliance with SIIT consistent practices, policies and legislation. The individual will be able to identify personnel requirements and will play a critical role in ensuring SIIT hires the best possible candidates.
Specific Accountabilities
Strategic Recruitment
- Advise and train managers on recruitment procedures and best practice and ensure adherence to consistent practices
- Collaborate and consult with hiring managers on their recruitment needs to gain a full understanding of the department, position requirements and expectations
- Support supervisors with recruitment concerns by coaching and providing tools and resources to effectively recruit and retain outstanding employees
- Coordinate, schedule and lead the interview process with efficiency and professionalism
- Manage the flow of candidates through the recruitment and selection process while utilizing the applicant tracking system
- Initiate recruitment assessment tools that support selection of the right candidate based on the required knowledge, skills, abilities and behaviors required for the role that was determined through the consultation process
- Make recommendations to the recruitment process and tracking to ensure consistency, efficiency and professionalism
- Create interview guides based on the needs of the position, accountabilities and competencies
- Attend approved career fairs for recruiting and Institute recognition
- Collaborate with SIIT's Marketing department to enhance social media recruitment, aligned with the vision of SIIT in order to build a strong online brand presence of the Institute
- Diagnose and recommend strategies for recruitment process improvements, coupled with continuously exploring new and innovative First Nation talent sourcing strategies
- Conduct regular follow-up with managers to determine the effectiveness of recruiting plans and implementation
Reporting & Administration
- Provide and prepare recruitment reporting data for Director, including weekly updates to support the completion of the HR Annual recruitment report
- Work with Finance and HR Admin to satisfy on time completion of all reporting that is required
Advisory Services
- Demonstrate leadership while mentoring, and training managers on SIIT's hiring process and guidelines and best practices
- Work with hiring managers, and provide suggestions on pre-testing and assessments of the candidates as required
- Provide salary recommendations to hiring managers with consideration to experience and current internal equity. Utilize the Director and/or HR Consultant for support as required
- Advise managers and employees on the interpretation of SIIT HR policies and ensure compliance with applicable legislation
- In collaboration with the HR Consultant and applicable manager, research and prepare job descriptions in accordance with SIIT's practice
- Assist with the development, implementation and administration of HR programs, practices, policies and initiatives based on research and analysis of organizational need and identification of emerging human resource trends
- Develop and maintain respectful relationships through the use of problem solving and constructive resolution of employee issues as required
- When required and in collaboration with the Director, support managers in employee relations such as performance expectations, progressive discipline and termination meetings
Relationship Management
- Establish and enhance a network of strategic relationships internally and externally to support the appropriate scope and reach of job ads
- Champion positive working relationships across the Institute
- Collaborate and effectively influence others to ensure leading HR practices are implemented and supportive of the SIIT strategic plan
- Develop and manage external relationships as required to promote and represent SIIT's mandate locally, provincially and federally
- Contribute to SIIT's strategic effectiveness by participating on SIIT committees as required
Required Qualifications and Experience:
Minimum Qualifications:
- Related post-secondary education in Human Resources
- A minimum of three years of human resource experience with a focus on recruitment
- Knowledge of Indigenous cultures and organizations
Preferred Qualifications:
- Registered Professional Recruiter designation (RPR)
