DESCRIPTION
The Manager, Preconstruction Services leads team members and ensures the successful delivery of proposals. This role involves working closely with other departments to meet project goals. Key responsibilities include overseeing the proposal process, maintaining strong interdepartmental communication, and implementing strategies to enhance proposal quality and win rates. This role is essential in shaping the foundation of our construction projects and contributing to the company's growth and success.
RESPONSIBILITIES
  • Maintain and promote a strong safety culture for all employees, vendors, and customers and follow all safety policies, procedures, and regulations. Identify and communicate.
  • Conduct research and monitor potential RFQ/RFP and tender opportunities through platforms and municipal bid sites to identify potential project opportunities and new clients. workplace hazards and correct or seek assistance in correcting unsafe actions or conditions. Stop work in the area of an identified health or safety problem until resolved.
  • Oversee the set-up of data, ensuring all relevant documents are filed in accordance with established process and proposal guidelines. Oversee the maintenance of files from implementation through completion of the RFP process.
  • Review all requirements of the RFQ/RFP. Oversee and provide guidelines that develop the responsibilities and deliverables matrix, clearly indicating all requirements and deadlines.
  • Oversee the direct reports and complete coordination of the development and submission of proposals, estimates, and bids for potential construction projects.
  • Promote and support career development of the preconstruction team members.
  • Liaise with client regarding proposal submission requirements, oversee and ensure submission requests for information, addenda and project-related proposal meetings as required are delivered to the correct team members.
  • Coordinate with contracts, legal, finance and controls, safety, quality, and other appropriate Subject Matter Experts (SME) at Michels Canada to ensure alignment with proposal and contractual requirements during the proposal phase.
  • Work with marketing and business development teams to develop marketing materials and strategies for winning new business.
  • Stay up-to-date with industry trends and best practices for preconstruction management and proposal development. Attend company and industry events, including meetings, trainings, workshops, etc.
  • Foster a positive and collaborative work environment that promotes teamwork, open communication, and commitment to excellence. Motivate and inspire the team to achieve their goals.

REQUIREMENTS
  • Bachelor's degree in Engineering, Marketing, Communications, or related field plus 3 - 5 years of related experience. Equivalent combination of training and experience will be considered.
  • Experience in managing and mentoring teams with Proposal/RFP process (implementation through closeout).
  • Ability to manage multiple tasks to work effectively with tight deadlines and short timeframes while remaining positive.
  • Proficiency in MS Office Suite, SharePoint, and other systems as needed.
DESIRED SKILLS/QUALIFICATIONS
  • Experience in the construction industry; heavy civil, tunneling, and/or power industry is an asset.
  • Computer design in engineering standards.

LANGUAGES
  • Must be able to communicate verbally and through written language (by hand and digitally) in English.
BENEFITS
The target salary range: $100,000 to 110,000 CAD per annum. The starting salary is determined based on the successful candidate's knowledge, experience and internal equity.
