The Saskatchewan Liquor & Gaming Authority is seeking a dynamic, self-motivated, and experienced HR professional to join our Human Resources Branch in the permanent full-time role of Human Resources Consultant.
Reporting to the Director, Human Resources, the Human Resources Consultant is responsible for various human resource programs including recruitment, labour relations, classification, compensation, performance management, and representative workforce. The Human Resources Consultant is also responsible and accountable for HR-specific initiatives of the HR divisional plan such as recruitment and retention strategies, total rewards, workforce planning, etc. This position will positively influence, promote, and ensure a respectful work environment, and will provide exceptional internal support while taking a collaborative approach with stakeholders. Using highly developed facilitation and interpersonal skills, the Human Resources Consultant will focus on delivering high-quality results and achieving strategy.

- Provide human resources advice, guidance, and consultation to SLGA managers and employees on job design and classification, labour relations, succession management, recruitment and retention, employee development and relations, organizational design and development, representative workforce, performance management, training needs/identification and other emergent HR initiatives or issues.
- Provide strategic advice and guidance to SLGA branches (managers and employees) to facilitate stronger employee relations, employee engagement, and effective performance management.
- Provide labour relations expertise on employee management within a unionized work environment.
- Provide interpretation and/or advice to managers and employees on the application of various acts, legislation, and workplace policies.
- Manage recruitment within respective portfolios including providing advice and consultation on the vacancy and how best filled, reviewing job duties, preparing job advertisements and interview guides, establishing and chairing the interview and reference checking processes.
- Provide job design and classification services to SLGA to ensure current responsibilities are recognized, classified, and compensated appropriately.
- Participate in (and provide human resource support and counsel to) divisional and branch planning and meetings.
- Diploma or Degree in Human Resources or related field of study and at least 5 years of directly related experience.
- A CPHR (Chartered Professional in Human Resources) or IPMA-HR designation is preferred.
- Knowledge of human resource principles, best practices and tools relating to staffing; classification; performance management; compensation; benefits; labour relations; teambuilding; conflict management; change management; organizational structure; facilitation; and consultation.
- Knowledge of applicable labour legislation within the province of Saskatchewan, as well as human resource policies.
- Strong analytical and problem-solving skills.
- Significant knowledge of collective bargaining agreements and application to workplaces in the management of people and processes.
- Experience working within a unionized environment.
