Primary Purpose of Position
Sinopec Canada has an opportunity for a Sourcing Specialist to join the Procurement team. Reporting to the Supervisor, Procurement SCM, this position will be responsible for executing strategic initiatives, including Procurement Strategies, RFPs, evaluations, Recommendations and presentations. There may be some day-to-day transactional activities including procuring goods, services and equipment for Drilling, Completions, Production and Facilities teams. Additionally, this role will continuously enhance cost-effective and efficient sourcing through building relationships with vendors, negotiating cost and developing agreements that ultimately help the company grow and become more profitable.
Responsibilities:
- Complete the overall sourcing process including RFX development, evaluation, and completion using available technologies and appropriately utilize alternative sourcing methods and apply total cost of ownership (TCO) methodology.
- Facilitate the sourcing process, including tenders and/or negotiations, contract execution and management, and document distribution.
- Develop a technical and commercial understanding with operational teams of the service/goods categories being procured, includes all requirements on the work and criteria to evaluate vendors.
- Conduct research and regularly monitor market trends and conditions (pricing, availability, lead-times, capacity, etc.) for goods and services.
- Creation of sustainable value through cost savings, process improvement and risk avoidance and identify opportunities to provide best value to the organization through exploring an expanded and pre-qualified vendor network within the industry.
- Establish appropriate contractor relationships that bring added value and expertise and build strong working relationships within the Sinopec Canada teams.
- Assist in the achievement of department KPIs and ensure compliance with policies and procedures.
- Development and negotiation of commercial terms in contracts, focusing on realizing the performance expectations of the sourcing strategy while managing appropriate risk allocation, acceptable terms and conditions and correct schedule utilization.
- Assist in establishing, maintaining, and promoting Supply Chain Management policies and procedures and ensure that the SCM policies and procedures are implemented by all stakeholders effectively.
- Conduct Contract Management with once contract has been executed Follow up the contract execution to ensure all the contract terms are in place and coordinate quarterly review meetings with primary vendors to discuss predetermined performance metrics and status on improvement initiatives.
Position Knowledge, Skills, and Experience:
- General understanding of business acumen including financial analysis, bidding methodologies, negotiations, contracting and contract law with creative ideas to capitalize on new opportunities.
- Detail oriented with strong organizational and time management skills.
- Effective communication skills combined with strong analytical and influencing skills to work with internal and external stakeholders.
- Ability to establish goals and objectives within designated timeframes for successful execution of contracts.

- Excellent computer skills with proficiency in Microsoft Office applications.
- Keen understanding of the business and the oil and gas sector, especially oil production and surface facility operations in Canada is preferred.
- Various sourcing experience in facility and production aspects is requested
- SCM related system experience (Ariba, Oracle, SAP etc.) is preferred.
Qualifications
- Bachelor's degree in supply chain management or relevant major required.
- 7+ years of experience in a Supply Chain Management role in the Oil and Gas industry
- SCMP designation is an asset.
- Must be legally entitled to work in Canada.
