Project

The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves the construction and operation of a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which would have a storage capacity of 250,000 m3 and would produce approximately 2.1 million tons per year of LNG.

Woodfibre Management Ltd. is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.

Position

The Permitting Specialist is an integral part of Woodfibre LNG's dynamic team. You will be leading the development of permit applications and the management of permitting processes to support construction, commissioning, and operational phases of the Project. The successful candidate will be based in the Vancouver office, with an expectation that visits to the project site (Squamish, BC) will be required on occasion. The successful candidate reports to the Permitting Manager and will play an essential part in supporting the company throughout the lifecycle phases of the Project.

Key Responsibilities:

The successful applicant will:

  • Lead or support the development of regulatory permitting applications and amendments at the federal, provincial, and municipal levels, including marine permitting in collaboration with internal and external Project team members. While permit applications will vary depending on the need of the Project, it is expected that this role will predominantly be engaged in permits issued by:
    • District of Squamish
    • Technical Safety British Columbia.
    • BC Energy Regulator permits and automerizations or amendments (e.g., Water Sustainability Act applications, Leave to Construct and / or Operate).
    • BCEAO EA amendments.
    • DFO FAA amendments.
    • Transport Canada – CNWA authorizations.
    • Or others as required.
  • Support annual reviews of and the implementation of discipline-specific environmental management plans for construction, and development of operational environmental management plans, as directed by the Permitting Manger, consistent with approvals and Project requirements.
  • Manage and work collaboratively with the Government and External Relations Team to advance key permit strategy elements in support of external engagement and consultation.
  • As part of the Regulatory team, support relationships with external parties including regulatory agencies, Indigenous Groups, and stakeholders as it relates to the regulatory activities of the Project.
  • Participate in implementing the compliance management system to track and ensure compliance with Project regulatory and environmental commitments and conditions.
  • Support Project's regulatory program as a member of the Regulatory Team. Responsibilities would include:
    • Providing planning and project management support including updating permits and management plan tracking and supporting Regulatory records management activities.
    • Identifying Project permitting risks and develop appropriate mitigation measures to ensure permits and approvals are secured.
    • Informing and advising key team members on monitoring programs needed to support permits, compliance requirements and mitigation effectiveness verification.
    • Support existing construction monitoring activities associated with project execution, including the acquisition and management of construction activity information and environmental monitoring data.
    • Providing leadership through a personal commitment to influence overall safety behavior and a culture of environmental and regulatory compliance.

Requirements

Required Experience:

  • University Degree in an environmental discipline (e.g., environmental science, environmental engineering, biology, ecology, marine biology, or natural resource management).
  • At least 5 years' experience in a permitting role for large natural resource or infrastructure projects in Western Canada, or equivalent project, with a preference towards experience in British Columbia. Experience or expertise in marine permitting and/or permitting in British Columbia would be considered an asset.
  • Involvement in tracking and/or ensuring and/or assessing compliance with environmental requirements.
  • Familiar with typical environmental management plans, community plans, and implementation plans to meet Environmental Assessment commitments. Familiar with monitoring and reporting requirements as part of successful plan implementation.
  • Exceptional research, written and verbal communication skills.
  • Experience working with regulatory agencies at Municipal, Provincial and Federal levels.
  • Experience overseeing the work of environmental consultants.

Additional Requirements:

  • Expertise with a variety of computer programs (programs (e.g., Office 365, MS teams, MS Visio, MS Project Control, Teams, Adobe Acrobat, DocuSign etc.), Aconex and IDocs.
  • Proven ability to work collaboratively within a multi-disciplinary and culturally diverse team environment including Indigenous Groups with a cooperative approach.
  • A valid driver's licence and passport.
  • As required, the position is based in Vancouver, BC, with travel to Squamish (site) and others.
  • Must be legally entitled to work in Canada.
