ABOUT WILLIAMS LAKE FIRST NATION (WLFN)

The Williams Lake First Nation (WLFN), or the T'exelcemc (people of WLFN) have belonged to the Secwepemc (or Shuswap) Nation for over 6500 years. Today, the WLFN community includes a growing population of over 800 registered members who live on reserve in Sugar Cane, in nearby Williams Lake, BC, and across the globe.

POSITION

Reporting to the Director of Education, the Early Childhood Education Supervisor is accountable for the successful operations of the Little Chiefs Day Care program according to the organization's vision, objectives, and strategic direction of WLFN. This position is responsible for the efficient operations of the day care and is an advocate for early childhood education in the community. Possessing excellent communication and management skills, the Early Childhood Education Supervisor builds effective working relationships with community groups, funding agencies and other external contacts, and has a clear, results-oriented focus on community development and participation in community programs and events.

EDUCATION REQUIRED

  • Degree or Diploma in Early Childhood Education, Infant Toddler Certification, Special Needs Certification.

EXPERIENCE REQUIRED

  • Three to five years early childhood education.
  • Minimum 2 years of management experience.

DUTIES & RESPONSIBILITIES

  1. Establishes a positive and healthy relationship with all families.
  2. Ensures and maintains positive participation in community programs and events.
  3. Oversees and administers the Indigenous Service Canada kindergarten 4 curriculum program working with the Little Chiefs Primary School.
  4. Develops an operational plan which incorporates goals and objectives for day care programs and services aligned with the strategic direction, including program delivery and evaluation.
  5. Ensures day care follows the Community Care & Assisted Living Licensing Act (annual inspection), the CCATEC guidelines (quarterly reports), Aboriginal Head Start on Reserve policies & procedures, Child Care Operating Fund (monthly submission) and the WLFN policies and procedures.
  6. Plans, delivers, supervises, and evaluates developmentally appropriate activities and experiences for students, developing daily schedules including indoor/outdoor, active/quiet, and individual/group activities.
  7. Always schedules and maintains adequate staffing/child ratios.
  8. Develops and provides quality programming that includes four areas of growth and development and incorporates Shuswap culture.
  9. Prepares and ensures individual growth and developmental goals are met for each child.
  10. Conducts needs assessments, identifies learning gaps, and provides leadership to develop plans and priorities in creating programs to address the learning requirements of the organization and community.
  11. Maintains health records and administers First Aid and medication as required; observes and removes potential hazards; reports all incidents of child abuse to the proper authorities and provides report to the Director of Education.
  12. Creates a safe and healthy environment for employees and children including clean and well­ maintained facilities and equipment.
  13. Develops a communication strategy for public awareness of programs and events advertises services to attract new participants to the Little Chiefs Day Care programs.
  14. Acts as a community liaison and represents the organization at community activities and events.
  15. Supervises all program staff; involved in the recruitment and development of staff.
  16. Sets expectations and regularly reviews performance with staff; acts as coach and mentor to address performance issues; and consults with WLFN Director of Education and Human Resources when progressive disciplinary actions are required.
  17. Coordinates summer student programs, ECE 500 hours work experience students & volunteers.
  18. Keeps policies & procedures up to date.
  19. Ensures files are kept up to date.
  20. Ensures that all employees of the Daycare, Head Start, and After School Programs have the necessary skills, demonstrated ability, and commitment to perform their responsibilities competently and to meet the expectations of the Daycare, Head Start, K-4 and After School Programs.
  21. Participates with Director of Education discussions in the fiscal year budgets and monitors budgets.
  22. Ensures regular reporting to appropriate agencies, most importantly completing financial reporting for respective government funding bodies.
  23. Keeps records of Culture worker's attendance.
  24. Writes basic proposals to secure funding or develop programs.

Human Resources and Administration

  1. Works with Human Resources (HR) for the recruitment, orientation, performance review and development of staff
  2. Schedules staff for daily, weekly, and monthly routines, provides training and helps troubleshoot difficult tasks or issues.
  3. Ensures employee compliance with WLFN policies and procedures.
  4. Coordinates and leads staff meetings, sets the agenda, provides minutes and clearly communicates WLFN information to all staff.
  5. Keeps the Director of Education informed of sensitive and important issues and events.
  6. Ensures there is a system of checks and balances for the maintenance of accurate and confidential files and records; complies with reporting requirements.
  7. Supports the mission, vision, and values of Williams Lake First Nation.
  8. Contributes to the WLFN's ongoing success by accomplishing other duties as required or assigned.

QUALIFICATIONS

Knowledge

  • Understanding of legislation on Labour Code, Occupational Health and Safety, Privacy and Human Rights, as well as requirements for ISC, CCATEC, etc.
  • Ability to plan and implement developmentally appropriate activities and experiences.
  • Knowledge of First Nations language and culture.
  • Experience supervising staff as well as developing and managing budgets.
  • Knowledge of Microsoft Office software at an intermediate/advanced level.

WORKING CONDITIONS

  • Day Care setting with fieldtrips out of the community.
  • To be aware of sensitivity, confidentiality and urgency of requests while balancing other work commitments.
  • Travel will be required.
  • Non-standard hours of work – May be required to accommodate the community needs and that may consist of evenings and weekends.

CONDITIONS OF EMPLOYMENT

  • Medical Practitioner Report.
  • Pediatric First Aid.
  • Food-Safe.
  • Must be able to obtain and maintain a Criminal Records Check.
  • Must be able to obtain and maintain a valid BC Driver's License.
  • Must be able to obtain and maintain a Day Care licence as per the Community Care & Assisted Living Licensing Act.
  • Must provide a vehicle in good operating condition and appropriate vehicle insurance to meet program requirements OR access to company vehicle is provided and requires a valid Driver's License.
