The Role

Our Procurement Managers are accountable for managing our sourcing capabilities and supply chain. At Bronte, the Procurement Manager is responsible for strategizing and negotiating with suppliers and vendors in order to acquire the most cost-effective deals and to reduce procurement expenses. The Procurement Manager reports to our Chief Estimator and works within the Estimating Department, overseeing Buyers and Estimating Coordinators.

Responsibilities

  • Lead, develop and manage the procurement and purchasing staff, including completing performance evaluations.
  • Manage the subcontractor and supplier prequalification process.
  • Oversee the maintenance of the master subcontractor and supplier list.
  • Interact and maintain close contact with the subcontractors and suppliers' market competitiveness, in addition, to monitoring subcontractor and supplier workloads to ensure project milestones are achievable
  • Create, foster, and enhance subcontractors' and suppliers' relationships.
  • Maintain ongoing communication with project staff with regard to subcontractor and supplier performance.
  • Develop and implement various processes, procedures, and documentation as required
  • Develop, coach, and present various presentations to ensure procedures are compliant
  • Work hand-in-hand with Estimating and Operations in developing and implementing bidding strategies when assembling competitive bids and proposals.
  • Assist Operations in creating the General and Specific Conditions
  • Inventory Management which includes: Pricing, Analysis, Controls and assistants with year end reporting.
  • Examine the plans and specifications for any deficiencies, construction issues, and technical questions and refer to any findings.
  • Enforce Bronte's standards of safety, Quality Assurance/Quality Control (QA/QC), ethics, and core values
  • Develop a comprehensive working knowledge and understanding of the contract documents to ensure all procurement requirements within scope are accomplished within budget.
  • Establish and/or work with the project staff in establishing the procurement schedule of the job
  • Oversee and manage the bid, negotiation, and award processes for all subcontractors and vendors.
  • Receive bids, prepare spreadsheets, conduct scope review meetings with competitive bidders (with Operations staff in attendance as required) to confirm that subcontractors and suppliers have complied with scope requirements, alternates and unit pricing, manpower, schedules, and logistics plans, insurance, and bonding requirements, and any other project-specific requirements.
  • Evaluate available subcontractors to determine optimal selection for the project.
  • Work with Operations to manage subcontractor and vendor failures, claims, liens, surety issues, etc.
  • Prepare and issue subcontracts and follow up for timely execution of the subcontract, other project-specific items that must be submitted to complete the subcontracting process.
  • Receipt of insurance certificates and Payment and Performance Bonds - as required
  • Maintain current insurance certificates, bonds, and consent of surety for resource reductions of off-site materials payments and final payments
  • Assist in review and analysis of the division's complex capital projects, tenders, and contract documents to ensure the appropriate contracting strategy and contractual clauses are applied to reduce risk and protect the interests of the company
  • Develop processes and procedures to ensure compliance with contract requirements
  • Identify and mitigate potential contractual, final and or performance risks
  • Assist the project teams with documenting, evaluating, and processing change requests
  • Foresee potential claims and how to manage them with strong foresight to reach a resolution
  • Manage construction delay and impact claims as required
  • Manage external claims consultants and external legal counsel as required.

Qualifications:

  • Bachelor's Degree plus a minimum of ten years of construction experience, including three years of Procurement experience, or an equivalent combination of education and experience.
  • Must have strong interpersonal, leadership, risk management, and negotiation skills. Should have a thorough understanding of contractual language, indemnity, insurance, and company policy.
  • Strong computer skills and familiarity with current software and programs (Microsoft Office Suite of programs, SAP, SharePoint).
  • Very strong verbal and written communication skills are required.
