Project Overview:
Responsible for the coordination and completion of IT projects. Oversees all aspects of projects. Sets deadlines, assigns responsibilities, and monitors and summarizes progress of project. Builds and maintains working relationships with team members, vendors, and other departments involved in the projects. Prepares reports for upper management regarding status of project.
• Compile project charters and business/project plans to support activities, including the most suitable approach to be used in the development of each applicable project, to ensure business objectives and data integrity are achieved.
• Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the Ministries' enterprise architecture.
• Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
• Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
• Manage multiple projects, project resources and project governance.
• Work with project sponsors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.
• Take responsibility for ongoing client satisfaction – manage peer-level client relationships and overcome hurdles to ensure win-win solutions.
• Collaborate with business and IT leadership to develop a well-defined project plan that clearly states the project's objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
• Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
• Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
• Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
• Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
• Develop, as required, related requirements documentation.
• In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
• Provide leadership and assistance to business and project teams that require change management and communication support.
• Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards.
Duties:
The Senior Project Manager will work with the Data Center of Excellence to provide project management services hat delivers services to enable data access, analytics and economy to support data-informed decision making.
This role will be responsible for managing new projects and projects in progress, which is designed to coordinate, analyze, and manage delivery of data products and analytical initiatives supporting the Data Center of Excellence. The role is key in defining and meeting all scope requirements, budgets, and timelines, and ensuring defined business and technical requirements are met. The role would provide hands on knowledge to team members to teach team members on implying the agile methodology acting as an agile coach.
• Aligning project scope, goals, and deliverables to business objectives in collaboration with the senior leadership team and internal stakeholders
• Managing effective and appropriate project governance for project(s)
• Producing and maintaining a project plan while conducting the project within constraints of the framework used by different delivery teams
• Developing and managing project artifacts and associated communications documents
• Planning and scheduling project timelines and milestones using appropriate tools
• Estimating the resources and participants required to achieve project goals
• Ensuring proper financial management of the project
• Ensuring proper risk management by documenting all risks and employing an effective mitigation strategy
• Ensuring proper decision management by documenting all decisions and employing an effective communication strategy
• Managing delivery team using agile methodologies and reconcile same with the project plan.
• Supporting other related project delivery team and business areas within the Data Center of Excellence along with various stakeholders.
• Applying knowledge of information and data management, privacy, and security legislation to guide project decisions.
• Contributing to the development of policies and procedures, ensuring they align with strategic objectives.
• Demonstrate a functional understanding of strategic planning processes to align project outcomes with organizational goals.
• Understand and apply principles of information and data systems development to ensure the successful delivery of data products.
• Advise the Manager of Data Product Delivery on all aspects of project delivery, providing expert insights and recommendations.
• Exhibit strong communication and team-building skills, fostering collaboration and influencing decisions that positively impact the organization.
• Support the Data product owners and Data product delivery analysts in delivery of data products and ensuring adherence to timelines.
• Lead the team in establishing agile best practices for resource utilization, product prioritization, value management, status delivery and project sizing.
• Manage various projects concurrently and communicate appropriate update to leadership team.
Equipment requirements:
• Resource will require own equipment. Resource must provide their own computer and related equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource's computer.
In the event that the Contractor's resources are directed to work remotely, the Contractor shall be responsible for providing all of its equipment, including computers, software, printers, supplies, desks and chairs. However, the Province shall ensure that the Contractor's resources have the necessary access and credentials to the Government of Alberta's system.
In the event that, the Contractor's resources are directed to work in-person, the Province shall provide the requisite office space, furniture and office supplies. However, the Contractor shall continue to be responsible for providing computers and software and the Province shall continue to ensure that the Contractor's resources have the necessary access and credentials to the Government of Alberta's system.
The fixed rate quoted must be inclusive of all overhead, office space and equipment, including supplies, administrative burden, mark-up and all other costs to perform the Services for the duration of the Contract.
Working Hours:
• Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province
• Work must be done from within Canada, due to network and data security issues.
• It is anticipated the role will be 100% remote, however in the event of an onsite meeting, the Company does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink.
Notes on Location:
Resource will work remotely, though must be available for onsite meetings when required.
Onsite meetings include but are not limited to strategic, architectural, and technical discussions, meeting with team members, senior managers, directors, executive directors and business clients. Frequency of meeting could be up to 3-4 times per month.
Incumbency:
• Previously this role was filled by a contractor, however, for this and all other opportunities, the Ministry seeks the best person to fill the role.
Standard Background check required
• The Supplier shall, prior to commencement of the Services, provide the Province, on its request and at no cost to the Province, with criminal record checks.
Mandatory Training Courses:
• Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training. There may also be some optional courses as well.
