Arctic shipping is a priority area for the Inuit Circumpolar Council Canada (ICC). As such the ICC is actively engaged in shipping activities and research from the International Maritime Organization (IMO) to Inuit Nunangat, Inuit Nunaat and across the circumpolar Arctic. The Qanittaq Clean Arctic Shipping Initiative (“Qanittaq”) is a unique partnership, co-led and co-developed by Memorial University and the Inuit Circumpolar Council (ICC) Canada.

Job Summary

The Arctic Shipping Manager will lead all shipping related activities within ICC and provide leadership and project management for Qanittaq. The Arctic Shipping Manager will work closely with ICC leadership, staff, consultants, the administrative team at Memorial University and other project partners to oversee and facilitate successful implementation shipping file and the Qanittaq initiative.

This position will also work as part of the ICC team across various policy to provide value an expertise in protecting and advancing the rights and interests of Inuit in Inuit Nunaat – the circumpolar Inuit homeland. This position will act as a liaison between the four Inuit Nunangat Regional Offices and the international ICC offices, various government departments relevant to Arctic shipping, academics and Inuit organizations on research and policies related to the responsible areas.

Key Duties and Responsibilities:

PLANNING AND COORDINATION

  • Plan, manage and coordinate ICC shipping activities, as directed by ICC Board of Directors and ICC leadership;
  • Develop, manage and fulfill Qanittaq work plans;
  • Liaise, and coordinate Inuit Nunangat and ICC-wide Marine/Shipping research initiatives as required;
  • Participate on the National Inuit Marine Committee, including meetings and events;
  • Coordinate and facilitate partnerships with regional, national and international stakeholders;
  • Supervise, coordinate and facilitate work with external contractors;
  • Assist in the development of strategic, operational and project plans;
  • Manage projects to ensure completion of all activities as identified in the work plan.
  • Manage Qanittaq budget and work with ICC Finance Director on financial reporting internally and to Memorial University;
  • Prepare funding proposals and budgets, as required; and,
  • Establish and maintain policy and research records and systems, including internal and external requests, as required.

SCIENCE ADVISORY

  • Support regional shipping capacity building;
  • Advance innovation in Arctic shipping through regional support;
  • Develop Inuit Shipping Research Fund alongside Qanittaq Inuit Advisory Committee;
  • Identify and pursue issues and funding opportunities pertaining to Inuit self-determination in Arctic shipping' Arctic ship related research;
  • Conduct internal and external consultation with Inuit organizations on key international Arctic shipping related research files as required; and,
  • Attend research conferences and symposiums as relevant and required;

POLICY

  • Participate in and sometimes lead relevant shipping policy and project working groups;
  • Monitor and analyse developing external trends, policies, programs and issues with actual or potential impact on Inuit self-determination in research;
  • Support Qanittaq Board meetings, organization, material preparation and reporting;
  • Support Qanittaq Research Advisory Committee;
  • Work closely with ITK staff, National Inuit Wildlife Committee, National Inuit Marine Committee and IQNC; and,
  • Participate in the Inuit to Crown Partnership Committee (ICPC).

COMMUNICATION

  • Draft, edit and produce Arctic shipping related reports, studies, position papers, policy statements and other documents; and,
  • Coordinate within ICC to prepare any media relations and promotion activities.

MANAGEMENT & LEADERSHIP

  • Collaborate, coordinate and support co-management and delivery of Qanittaq internal business processes with Memorial University
  • Lead the recruitment process for new team members
  • Collaborate with HR to create job descriptions, conduct interviews, and make hiring decisions
  • Identify professional development needs and opportunities for team members
  • Provide ongoing training to enhance skills and knowledge
  • Conduct regular performance reviews and check-ins, and provide constructive feedback
  • Set clear performance expectations and goals for each team member

REPRESENTATION AND RELATIONSHIPS

  • Represent ICC in shipping related activities and Qanittaq meetings and conferences or on committees and working groups and manage team;
  • Must be able to work both independently and co-operatively with a variety of individuals and groups, including government, the National Inuit Organization (ITK), the 4 land claim organizations and communities;
  • Must be able to foster strong working relationships with relevant international and national partners relevant to Arctic shipping; and,
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

  • A degree or diploma in a relevant discipline i.e., general sciences, marine sciences combined with five years of policy/project management/research coordination experience; OR
  • Completion of Grade 12 or equivalent with a minimum of seven years of relevant work experience in a similar role.

KNOWLEDGE AND SKILLS

  • Extensive knowledge and understanding of Inuit culture and language issues, including working knowledge of Inuit land claims agreements, governance structures, and Inuit priorities related to research;
  • Understanding of Arctic shipping from community, environmental and industry perspectives;
  • Program development and evaluation;
  • Consultation protocols;
  • Solid financial/budget management experience;
  • Self-motivated and directed;
  • Strong organizational and analytical skills;
  • Strong communication skills (oral and written);
  • Ability to work co-operatively with a variety of individuals and groups;
  • Ability to analyze and interpret policy, legislation and regulation;
  • Sensitive to local, political and cultural aspirations;
  • Strong computer skills in Microsoft Office (Word, PowerPoint, Excel and Access), Internet e-mail; and,
  • Excellent oral and written communication skills (primarily in English; Inuktitut and/or French an asset)
  • Strong organizational and analytical skills;

WORKING CONDITIONS AND OTHER INFORMATION

  • ICC provides a hybrid in office and work from home environment.
  • Long periods of sitting at a desk in front of a computer.
  • Occasional domestic and international travel and regular meetings;
  • Politically sensitive issues may become stressful;
  • Operational direction is provided by the Project Leader;
  • Intensified timelines when workload is large; and,
  • Frequent short notice deadlines.
