Job Summary:
The successful Proponent will work with stakeholders, leadership, business and subject matter experts, to create an architecture vision and roadmap. The architecture vision and roadmap are a description of the baseline and target environments from both a business and technical perspective. The work will link the strategy, processes and technologies; and document this using various architectural models or views that show how the current and future needs of the organization will be met in an efficient, sustainable, scalable, agile and adaptable manner.

Responsibilities:

  • Devise and document the future-state architecture vision, building on currently available content. Future state will be developed in an agile format.
  • Determine the ability of the platforms to scale successfully to accommodate a range of future expansions to support IMB and enhance our flexibility, speed and ability to support our business with IT solutions.
  • Develop a roadmap and a plan to transform the current state to the future state with a focus on transformation and modernization (e.g., hybrid cloud), demonstrating a comprehensive understanding of the current process related to the architecture platform, including design, architecture, maintenance, IT Security, controls, system performance, other applied business operations, eliminating single points of failure for critical systems, practices and procedures.
  • Use a risk-based analysis to prioritize the roadmap activities and transformation plan.
  • Conduct a gap analysis identifying gaps, risks, issues and opportunities to meet IMB's needs.
  • Provide ongoing knowledge transfer to staff as requested.
  • Familiarization with the current-state architecture and in-flight initiatives.
  • Review of existing architectural artifacts.
  • Facilitate the current-state to future-state architecture gap analysis.
  • Stakeholder engagement - facilitate a business-driven discussion on the future-state vision.
  • Analyze and document the current state, if required.
  • Perform a gap analysis to identify what needs to be done.
  • Build a strategic roadmap that will close the gaps and enable efficient and effective business processes.
  • Refine the required future-state reference architecture, if required.
  • Create a forward-looking architecture vision and roadmap for the target audience of executive and senior leadership.

Requirements:

  • The proposed Consultant should have a degree or diploma in computer science, information technology, or equivalent with 10 years of related experience.
  • Should have at least 12 years of experience working in the capacity of an Enterprise Architect.
  • Candidate should be highly motivated, self-reliant, and adept at working with people on a variety of complex and sensitive Ministry projects.
  • Consultants are expected to operate at a senior level and have a solid understanding of the challenges and complexity in performing in a multifaceted corporate environment and to have experience delivering on initiatives in at least one of Information Management (IM) and Information Technology (IT).
  • Responsible for implementing the Chief Information Officer and Chief Technology Officer's vision and strategy at the enterprise level.
  • Should demonstrate in their submitted examples that they have successfully led multi-discipline analysis and design teams in support of strategic projects, and that they reported to senior executives and had individuals performing functions at a senior level reporting directly to them.
  • Typical deliverables are plans, strategies, architectures and policies that affect the whole organization and show how to use IM/IT in the business in an innovative way to enable business transformation.
  • Ensure that business and IM/IT are in alignment, through the linkage of the business mission, strategy and processes of an organization to its IM/IT strategy, while establishing appropriate governance mechanisms.
  • Minimum 3 years of experience in Legacy Oracle enterprise environments on version 12c or prior
  • 3 years of Experience in defining enterprise strategies and roadmaps that align business goals with appropriate technologies including: providing options through high level analysis, collaborate with others to define the strategy, influence others through communication
  • 3 years of Working experience with an established Enterprise Architecture framework(s) for defining digital solutions
  • Performing capability analysis, generating recommendations that results in the rationalization and optimization of the business solutions and technology portfolios.
  • Conducting research to identify suitable technologies to resolve existing challenges. Challenges may include migration/adoption of cloud technologies including hybrid cloud, business and digital transformation, enterprise information management and data migration, adoption of application design patterns
  • Working in a Public sector large organization (i.e. federal government, provincial government, municipal government).
  • All modern areas of IM/IT development including Information management, Component based application development, Cloud technology
  • Working with system/software development methodologies at the enterprise architecture level including but not limited to: Waterfall, Agile and or Disciplined Agile including leading technical and business experts through development process.
  • Working on large complex IM/IT projects that demonstrates the following skills: Time management, Strong communication/ stakeholder management, Leadership.
