POSITION FUNCTION:

An Employment Counsellor is a professional dedicated to assisting individuals in their career journeys, offering guidance, support, and resources to help clients achieve their employment goals, using an action plan as a tool.

As the Employment Counsellor-Training Services, your primary duties will focus on working with clients who are seeking and/or participating in training services. The role includes assisting clients with the completion of WorkBC training applications and packages, reviewing and assessing eligibility for training services, completing financial needs assessments, completing regular follow-ups with the client, as well as training institutions and ensuring all documentation is on file once the client is participating in the service, including attendance reports, transcripts, etc.

Though these are the primary responsibilities of the role, there is an expectation that regular Employment Counsellor duties may be performed based on operational needs. These additional duties may include completing intakes, assessing job seekers' skills and interests, developing resumes, preparing for interviews, and exploring suitable career opportunities.

PRIMARY RESPONSIBILITIES:

  • Review and assess client eligibility for WorkBC training programs based on program criteria and individual needs and make recommendations for appropriate training options.
  • Clearly articulate the training application process to clients who identify an interest in pursuing training.
  • Assist clients with the completion of WorkBC training applications and packages, ensuring that all required information and documentation is provided accurately and on time and provide guidance and support as needed.
  • Review completed training applications to ensure all sections are completing accurately and seek clarification and/or additional documentation where information is not clear.
  • Conduct financial needs assessments with clients to evaluate their need for support services such as transportation, tuition, and necessary books and supplies, ensuring they have the necessary resources to successfully engage in training opportunities.
  • Calculate living supports amount, where appropriate, based on completed financial needs assessment.
  • Collect and manage attendance reports, transcripts and certificates for clients engaged in various interventions, uploading, and updating these records in ICM.
  • Work closely with clients from the time they graduate from training programs to ensure they find sustainable employment within the same NOC within six months. This may involve direct support from the employment counsellor or a referral to a job developer, depending on the client's specific needs and circumstances.
  • Ensure that upon completion of training, clients engaged in training programs have their NOC accurately matched with their subsequent employment to ensure that we meet the Ministry's key performance indicators (KPIs).
  • Maintain an organized and current client caseload, including managing follow up in a timely manner.
  • Develop and revise of action plan steps for clients, collaborating with clients to agree and commitment to on their objectives, services, activities, and tasks.
  • Participate in ongoing professional development activities to stay informed about changes and updates to WorkBC training programs and policies, and to enhance skills and knowledge related to career counselling and job search support.
  • Gain a thorough understanding of the Authorization to Quit and Section 25 processes, as well as processes for clients currently receiving Employment Assistance benefits.
  • Gain knowledge of local labour market trends, community resources, the needs of job seekers and employers, and effective ways to bridge their respective needs.
  • Keep detailed records of client interactions, progress, and outcomes after each contact with client (email, phone, in-person and/or virtual).
  • Collect and document employment information once client has successfully obtained sustainable employment.

ADDITIONAL RESPONSIBILITIES:

  • Maintain a thorough familiarity with the processes and procedures for all interventions offered by WorkBC.
  • Interview clients and conduct a Client Needs Assessment (CNA) to understand their strengths, needs, abilities, skills, and other relevant employment-related factors to determine their employment readiness and service needs.
  • Assess potential clients' program eligibility for the WorkBC program and refer ineligible clients to other appropriate community resources.
  • Oversee caseloads as a backup for Employment Counsellor when on vacation and/or for vacant position to ensure client service continues in a timely manner.
  • Refer clients to appropriate community program/resources, job search training/assistance.
  • Offer one-on-one sessions focusing on resume building, cover letter writing, and other job application skills and/or refer to group workshops.
  • Conduct mock interviews and provide feedback to improve clients interview techniques, helping by preparing candidates for interview and entry into the workforce.
  • Adhere to ethical and professional standards in all interactions with clients, colleagues, and stakeholders, and promote the reputation and integrity of the organization.
  • Other duties as assigned by management related to the provision of employment services and supports.

MINIMUM QUALIFICATIONS:

  • A post-secondary degree, certificate, or diploma in a relevant field (human resources management, career development, counselling, social work, psychology, adult education), or completion of course work in related fields, or 2 or more years of demonstrated experience in:
    • Working with individuals with complex barriers and a broad range of cultural backgrounds
    • Job coaching, counselling, or mentoring clients
    • Conducting and interpreting clients' needs assessments
    • Providing excellent customer service and resolving issues both in person and in a virtual service delivery environment
    • Building partnerships with employers, community agencies and other stakeholders
  • A combination of education and experience will be considered.
  • Current and satisfactory Criminal Record Check required.

DESIRED SKILLS AND QUALIFICATIONS:

  • Able to build rapport with clients, while maintaining strong boundaries.
  • Excellent interpersonal and written communication skills with a proven ability to write objective, well-structured case notes.
  • Strong administrative skills.
  • Ability to work cooperatively and respectfully in a team environment while collaborating effectively with others.
  • Proficiency in Microsoft Office suite, Teams, database software, and able to operate standard office equipment.
  • Excellent problem-solving, analytical, and organizational skills.
  • Tactful, discrete, diplomatic, patient, flexible and possesses cultural sensitivity and excellent judgement.

BONUS SKILLS/CERTIFICATIONS:

  • Career Development Practitioner certified will be considered an asset.
  • Ability to speak a second language will be considered an asset.
  • Experience with Integrated Case Management (ICM) system will be considered an asset.

HOURS:

Part-time (21 hours per week/3 consecutive working hours of 7 hours per day-Tues/Wed/Thru)

Candidate must be able to commute to WorkBC North and South Delta/Ladner offices.

BENEFITS:

A competitive benefits package is provided with contracts of at least 1 year in length and which offer a minimum of 17.5 hours of work per week.
