Company Description

Ferrovial Construction Canada Inc. and VINCI Construction Grands Projects are undertaking the design, build, and finance the Ontario Line Southern Civil, Stations, and Tunnel (South Civil) package.

As Ontario Transit Group, we are now mobilizing our design and construction crews, with major works. The South Civil contract is anticipated to be completed in 2030.

The project will strengthen Ontario's economy by supporting an estimated 1,500 jobs at the peak of construction.

What is the project?

  • A six-kilometer tunnel and associated tunnelling works from Exhibition to Don Yard portal (west of the Don River).
  • Stations:
    • One above-ground station to be integrated with the existing GO Transit Exhibition Station.
    • Two underground stations to be integrated with the existing TTC Osgoode and Queen subway stations.
    • Four new underground stations (King/Bathurst, Queen/Spadina, Moss Park, Corktown).

Job Description

The Mechanical Plant Engineer is responsible for:

  • Coordinate and support the implementation and maintenance of the mechanical systems within the construction site, TBMs and tunnels
  • Management of mechanical foreman, electrical foreman, mechanical superintendent, stores foreman and roles supervising plant and equipment for tunnel operations.
  • Quality and safety control of mechanical installations
  • Safety control for works on pressurized and lifting systems

ACCOUNTABILITIES / KEY RESPONSIBILITIES

  • Arranging depressurization and isolations of pressure systems and issuing safety documentation.
  • Completion of snagging items system wide and hand back documentation.
  • Maintaining mechanical systems, energy storage mechanisms, pumping systems and mechanical guards.
  • Ensure prior to any works being carried out on site appropriate method statements and risk assessments are in place.
  • Responsible for the effective deployment of competent people for installation, maintenance and repair in accordance with O&M manuals and statutory regulations.
  • Plan and manage installations and repairs during programmed stoppages of works activities.
  • Responsible for ensuring an adequate supply of materials, tools and equipment to minimize down time and optimize of production.
  • Provision of instructions as required and enforcement of safety regulations and project requirements.
  • Inspection of work undertaken to ensure it meets the codes, regulations and standards required.
  • Responsible for managing the spares and consumables required for the effective operation and maintenance
  • Responsible for maintaining accurate records of work undertaken, spares and consumables used in respect of electrical and electronic components used.
  • To comply with requirements outlined in environmental management plan.

SPECIFIC SAFETY RESPONSIBILITIES

The post holder must comply with OHSA regulations related to the Health and Safety at Work Act:

  • to take reasonable care for the safety of themselves and of any other person who may be affected by what they do or fail to do at work
  • to co-operate with their employers or any other persons in the performance of their statutory duties
  • not to misuse or interfere with anything provided in the interests of health, safety or welfare

The post holder must also comply with the requirements of OTG H&S Policy and co-operate with OTG in its efforts to prevent accidents and ill health.

In particular the post holder will:

  • read and comply with the location rules
  • behave in a responsible manner at all times
  • develop and demonstrate a personal concern for the health and safety of themselves and others
  • report all accidents, incidents and near misses to their line manager or health and safety manager as appropriate.
  • ensure that people use only that plant and equipment for which they have received training and authorisation
  • ensure that people use and look after the protective equipment provided and report to their supervisor when it becomes worn or defective
  • ensure that any personal injuries are recorded in the accident book
  • ensure that people propose to their immediate supervisor ways of eliminating hazards and improving safety at their workplace
  • ensure that people attend health surveillance when required
  • set a personal example of safe behaviour

Job specific safe responsibilities

  • Read and interpretate all manuals of TBM's and related plant, like conveyor belts, MSV's, etc.
  • ensure that all work activities are adequately supervised by trained and competent people.
  • provide health and safety inductions to all operatives under their control, including subcontractors and the self employed
  • conduct a program of tool box talks and method statement briefings for all operatives under their control
  • establish and maintain places of work, access and egress that are safe and without risk to health
  • ensure that subcontractors conduct their activities in a safe manner and comply with safety rules and procedures
  • encourage operatives to report any near misses, hazards observed and any defects in plant or equipment
  • address any hazards reported or observed and take out of service any defective plant or equipment
  • ensure that plant and equipment used on site is safe, free from defects and has the required statutory certification
  • ensure that personal protective equipment is provided and used as required by the site rules and procedures
  • reduce the need for manual handling and ensure that any remaining manual handling tasks are undertaken by trained operatives
  • use the disciplinary procedures when appropriate to ensure compliance with health and safety law
  • cooperate with health and safety advisors in all health and safety matters
  • ensure that those with health restrictions are allocated appropriate tasks
  • set a personal example of safe behaviour
Qualifications

Mandatory

  • Mechanical Engineering Degree
  • The role will require the post holder to have excellent communication skills in English, both written and verbal and to be able to report at management level
  • Must be able to interoperate engineering drawings, specifications and design

Desirable

  • Previous experience in a similar role, preferably working with TBM (tunnel boring machines) and heavy construction plant;
  • Demonstrate experience of managing the works of others and monitoring the quality and safety of their works.
  • Working knowledge of Canadian engineering practices, codes and standards.
