Reporting to the Executive Officer of Facilities & Planning at TDSB, the Senior Business Officer of Capital Revitalization will be responsible for developing & overseeing a multiyear phased plan to address facility condition, strengthen equity of access to programs and optimize the use of school facilities.

As stated in the January 2024 Capital Revitalization Strategy, the mid-term goal is to reduce the number of school buildings classified as requiring extensive improvement by 25% by 2028, with the long-term goal of eliminating schools that are classified as requiring extensive improvement by 2035. The role will involve assessment and classification of current and projected facility needs, identifying surplus properties, and implementing capital projects to either revitalize or rebuild schools.

This position is being posted on behalf of Toronto Land Corporation's parent organization, the Toronto District School Board, to help broaden the pool of potential candidates.

Key Responsibilities:

Strategic Planning and Analysis:

  • Conducts a comprehensive analysis of current TDSB schools based on facility condition, quality of program spaces to meet 21st century learning needs, accessibility infrastructure, ventilation, safety and energy use.
  • Develops a comprehensive evaluation matrix to identify and prioritize revitalization strategies (new construction vs retrofits of existing facilities).
  • Develops strategic plans for the optimal use and redevelopment of school board properties.
  • Develops a multi-year capital plan.

Capital Revitalization Projects:

  • Responsible for the development and implementation of programs of work to meet Revitalization targets.
  • Works with TDSB In-house design and construction staff to align capital and renewal work with the Capital Revitalization strategy.
  • Works with architects, engineers, contractors, and other professionals to ensure projects are completed on time, within budget, and to the required standards.
  • Monitors and reports on project progress, addressing any issues or delays.

Collaboration and Stakeholder Engagement:

  • Engages with internal and external stakeholders, including Student Achievement and Program Leads, Senior Team, Trustees, school administrators, community groups, government agencies, and the public.
  • Facilitates consultations and maintains open communication channels to ensure transparency and community support.

Policy Compliance and Reporting:

  • Ensures all activities comply with municipal, provincial, and federal regulations, as well as school board policies.
  • Prepares detailed reports for senior management, the school board, and other stakeholders.

Financial/Budget Management:

  • Manages budgets for capital and renewal programs, ensures cost-effective project delivery, and oversees financial aspects of school revitalization initiatives, including: Leading the development and implementation of multi-year financial plans to support capital projects and system-wide initiatives; Overseeing large-scale financial planning, including forecasting, risk assessment, and return-on-investment analysis; Advocating for funding and financial support by preparing comprehensive reports and presenting to senior leadership, board members, and government agencies; and Negotiating contracts, evaluating financial implications of strategic decisions, and ensuring fiscal sustainability.

Data Management and Documentation:

  • Maintains accurate records of capital project activities.
  • Utilizes data management systems to track progress and outcomes.

People & Project Leadership:

  • Has direct responsibility for the Capital Service, Design & Renewal, and In-House Construction teams, including hiring, developing, and retaining high-performing talent.
  • Collaborates effectively with the Capital Service, Design & Renewal and In-House Construction teams and the Toronto Lands Corporation to achieve strategic, operational, and financial success. This includes fostering a positive team environment, building strong stakeholder relationships, establishing regular coordination meetings, defining mutual goals, developing aligned strategies for capital revitalization, providing strategic oversight, allocating resources efficiently, and addressing obstacles to ensure smooth project execution and overall success.

Requirements

Education:

  • Bachelor's degree in Urban Planning, Public Administration, Architecture, Engineering, or a related field. A Master's degree is preferred.

Experience:

  • Minimum of 10 years of experience in urban planning, facilities management, real estate asset management or a related area. Experience with public sector projects and school facilities is highly desirable.

Skills:

  • Strong analytical and strategic planning abilities.
  • Excellent project management skills, with experience overseeing large-scale capital projects and multi-phased programs of work.
  • Effective communication and stakeholder engagement skills.
  • Knowledge of relevant regulations and policies governing school property management and capital projects.
  • Proficiency in data management and reporting tools.

Special Requirements:

  • Provision of own vehicle for Board business.
  • Requires regular travel across the City of Toronto

Core Competencies:

  • Project Management: Skilled in managing multiple projects simultaneously, with attention to detail and deadlines.

  • Technical Building Knowledge: this position needs to know about building technology and construction.
  • Collaboration: Strong interpersonal skills, with the ability to work effectively with diverse stakeholders.
  • Problem-Solving: Proactive in identifying issues and developing solutions to overcome challenges.
  • Financial/Budget Management: Expertly develops and manages multi-year budgets to support capital projects and school revitalization. Ensures effective financial planning, cost control, and resource allocation to achieve strategic goals.
