About Us

Torngat Wildlife Plants and Fisheries Secretariat, the Torngat Secretariat, is an organization dedicated to supporting the Torngat Wildlife and Plants Co-management Board, and the Torngat Joint Fisheries Board, in implementing chapters 12 and 13 of the Labrador Inuit Land Claim Agreement. This landmark agreement defines the rights of the Inuit over lands, resources, and governance and serves as a model for other Indigenous self-governance initiatives. Overview of the Role

Reporting to the Senior Policy Analyst, the Fisheries Analyst is at the forefront of policy development, research, and public engagement. Your work will shape and influence the management recommendations outlined in chapters 12 and 13 of the Labrador Inuit Land Claims Agreement (LILCA). This is an exciting opportunity for a motivated individual with a strong background in environmental policy, research, and resource conservation.

In this role, you will use your training and experience in research, program management, environmental policy development and/or resource conservation to plan and carry out fieldwork and other research, build reliable and accurate datasets, analyze and interpret findings, and use research findings to support the Co-Management Boards in shaping policy and programs.

You will work on a broad set of projects and should possess good time management skills and be able to prioritize effectively. Your skills will be essential for developing effective policies to support the co-management of wildlife, plants, and fisheries and an understanding of human dynamics and desire to learn and listen are critical competencies in this role.

Key Responsibilities

Stakeholder Engagement and Consultation

• Travel to communities to carry out field work, present research findings, share data, and engage with stakeholders, ensuring clear communication and fostering collaborative relationships.
• Develop, lead, and participate in workshops for stakeholders and community members to gather input to and/or to communicate the outcome of policy development initiatives.

Research and Data Analysis

• Participate in fisheries research initiatives and field work affecting resource conservation within the Labrador Inuit Land Claims Agreement Area. Engage with Nunatsiavut communities to gather, validate, and integrate their data into broader research efforts, as required.
• Apply recognized statistical tools and techniques to interpret and analyze data to identify trends, patterns, and opportunities to enable strategic decision making.
• Organize and maintain databases to ensure that information is available and accessible to the organization to facilitate analysis, research, and decision making.
• Prepares technical and research reports on observations, findings, and/or impacts to communicate results to stakeholders, industry, government, or the community.
• Stay current on research initiatives at the national, provincial, and community level.

Legislative and Policy Analysis

• Support the Senior Policy Analyst in analyzing and evaluating regulatory and legislative developments and policies to develop matters of interest to the Torngat Joint Fisheries Co-Management Board.

Program Management

• Lead and manage a portfolio of projects assigned to you from the Torngat Secretariat's workplan, ensuring that milestones, schedule, budget, and communication baselines are established and monitored, and that identified outcomes are achieved.

The Ideal Candidate

• Has completed Bachelor of Resource Management, Biology, Fisheries Science or similar field (or equivalent training / education); completion of a master's level program is considered an asset.
• Has practical work experience in fisheries, biology, or ocean science related research, policy evaluation, and/or relevant program management experience.
• Possesses effective communication skills, with relevant experience in conveying complex information clearly and concisely to diverse audiences.
• Has the proven ability to work independently and as part of a team.
• Possesses strong critical thinking and problem-solving skills with keen attention to detail.
• Has proven data analysis, report writing, and presentation skills.
