Horizon Health Network (Horizon) is seeking a dedicated, accomplished, and strategic individual to join our team as a Director, Infrastructure Projects. The ideal candidate will have experience leading and managing large-scale infrastructure projects, particularly in healthcare settings, ensuring successful project delivery within scope, budget, and timelines while fostering collaboration among diverse stakeholders.

Who you are
You have worked in commercial/institutional construction and project management for a minimum of seven (7) years. You have experience in leading and managing large-scale infrastructure projects, particularly in healthcare settings, with a focus on applying and interpreting building codes, healthcare standards, construction procurement, inspection, and quality testing requirements. You have an advanced proficiency level in Microsoft Office applications, including Word, Excel, Project, and Outlook. Additionally, you possess skills in developing communication plans, risk management strategies, overseeing contractor/vendor procurement, and managing professional and/or unionized staff. Have a willingness to work variable hours, which may include working evenings and weekends; and Horizon-wide travel on a regular basis.

Education required: A University degree in Engineering or Architecture and registration as a Professional Engineer with the Association of Professional Engineers and Geoscientists of New Brunswick, or registration as a member of the Architects' Association of New Brunswick. Consideration may also be given to applicants certified in good standing with NBSCETT (New Brunswick Society of Certified Engineering Technicians and Technologists) with an equivalent combination of training and experience.

Years of experience required: A minimum of seven (7) years of related work experience, with preference for healthcare facility project management and construction.

Written and spoken competence in English is required at an advanced level.

What you will do
The Director, Infrastructure Projects is responsible for:

  • Managing and overseeing multiple projects and project teams, in order of priority, through the project life cycle, including project initiation, planning & design, construction execution, close-out, monitoring and control
  • Achieving project scope, budget, and schedule
  • Providing leadership and expertise to ensure accuracy and timeliness of critical project decisions
  • Liaising with the Department of Health (DoH) and Department of Transportation and Infrastructure (DTI) as required for the day-to-day planning and execution on major initiatives requiring external collaboration
  • Reporting regularly to the Regional Director FEPM
  • Identifying issues to the Regional Director for escalation and resolution at the executive level
  • Ensuring an understanding and compliance of performance standards, with key stakeholders, while maintaining a safe working environment
  • Implementing and utilizing Horizon Health Network's preferred standards, materials, processes and protocols, and ensuring appropriate notification of deviations or anticipated deviations

Duties include, but are not limited to:

  • Project management of Major Capital Building Projects creating and executing internal project work plans, timelines and revising as appropriate to meet changing needs and requirements; which are aligned with DoH and DTI
  • Coordinate appropriate Project User Leads and resources to provide input on behalf of Horizon Health Network through all phases of the project through to Project Close-out
  • Represents the interests of Horizon Health Network through all phases of the project balancing project budgets and approval of expenditures
  • Resolving and/or escalating issues in a timely fashion
  • Development of communication plans, risk management strategies, preparation of project schedules
  • Managing and overseeing the contractor/vendor procurement and contract administration, monitoring the construction progress, preparation of monthly status reports
  • Ensuring project documents are complete, current, and stored appropriately
  • Implementing, managing and tracking project changes and interventions to achieve project outputs while maintaining scope; which includes providing feedback to the project team regarding expectations and scope management
  • Developing a collaborative approach and change management strategy for each project within the portfolio
  • Monitoring and reporting on progress of the projects to Regional Director as well as all user group stakeholders including problems and solutions
  • Maintaining awareness of new emerging technologies and the potential application to all projects
  • Reviewing deliverables prepared by Horizon program teams before passing to Regional Director
  • Overseeing status reporting for all significant FEPM Projects, collecting updates from all stakeholders and consolidating into one Horizon Redevelopment report for Regional Director.
