The Manager, Industrial and Government Benefits is responsible for identifying, securing, and managing financial resources, contractual commitments and business opportunities from government agencies and industry partners. This role involves working closely with the Business Development, Contracts, Purchasing, Finance, Programs and Engineering functions, as well as senior leadership, to ensure compliance with funding regulations, contractual commitments and to maximize funding and business opportunities.
The ideal candidate will have a strong understanding of government contracting, international trade regulations, and government assistance programs as well as strong communication and networking skills.
- Manage the development and implementation strategy for the Company s Canadian ITB and foreign offset requirements
- Manage the strategy for growth of Company banked ITB credits across all necessary pillars of the ITB policy
- Provide support to the Business Development function through identification of ITB and offset related opportunities
- Manage the preparation of proposals and plans with respect to ITBs or offsets in support of Company bids
- Assist in negotiation of ITB and offset specific contractual terms and conditions
- Oversee and coordinate the Company s execution and reporting against all ITB and offset commitments
- Maintain an up to date and comprehensive knowledge of Canada s ITB and related policies
- Provide appropriate internal training, support and guidance, related to ITBs and offsets, across the Company
- Research and evaluate government funding and assistance opportunities that support the Company s strategy
- Manage the preparation and submission of grant applications, proposals, and letters of inquiry to secure funding or assistance
- Prepare and submit required reports to funding agencies, ensuring all deadlines are met
- Maintain and strengthen relationships with government agencies, funding bodies, prime contractors and other stakeholders to benefit the Company from new opportunities.
- Education: Bachelor s degree in Engineering, Sciences, Finance, Commerce or Business Administration or similar field. Equivalency would be granted for significant ITB or Offset Management experience.
- Experience: 5-7 years experience in the aerospace, defense, or technology sectors with experience in proposal writing, contract management, ITBs, offsets, or government grants a distinct advantage.
- Communication Skills: Excellent written and verbal communication skills.
- Organizational Skills: Detail-oriented with the ability to manage multiple complex projects.
- Teamworking: Ability to work independently and as part of a larger team.
- Security: Must be able to pass and maintain applicable security clearances including the Canadian Controlled Goods Program (CGP).
