9905BR - Director, Procurement
Halifax Regional Municipality is inviting applications for the permanent, full-time position of Director, Procurement in Finance & Asset Management.
Reporting to the Chief Financial Officer, the Director, Procurement manages and directs the planning and delivery of services for the Procurement division. The Director, Procurement is the principal public procurement official for the HRM and is responsible for the procurement and distribution of all goods, services and construction in accordance with applicable federal, provincial and local laws, ordinances, rules and regulations.
In alignment with HRM's strategic priorities, the Director, Procurement is responsible for the establishment of objectives within the Procurement section: the development, implementation, monitoring and reporting of systems, programs, procedures and procurement policies and compliance with HRM policies; and the development, recommendation and implementation of strategic planning initiatives related to the current and long-range direction for Procurement. The Director, Procurement provides leadership, direction and supervision to a large divisional section with responsibilities for people, resources, and capital. This section provides services to Council, HRM business units and senior staff and external clients in two main areas - Strategic Procurement and Materials Management.
This position exercises independent judgement and knowledge in the execution of its duties and works under minimal direction with latitude for the use of initiative, judgement and leadership. The ideal candidate is deadline-orientated, with a thorough knowledge of financial standards and practices in a municipal environment and typifies complete integrity and a strong sense of personal and professional ethics.

QUALIFICATIONS
Education and Experience:
- A University degree in administration or business.
- A minimum of 8-10 years of progressively responsible broad professional administrative experience, preferably in a senior procurement position in a large diverse organization.
- Demonstrated experience in short- and long-term strategic planning, and Collective Bargaining, labour relations and grievance mediation.
- A proven track record of success.
- A recognized Public Procurement Certification (CPPO, CPPB, NIGP-CPP) is considered an asset.
An equivalent combination of education and experience may be considered. Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application.
Technical / Job Specific Knowledge and Abilities:
- Knowledge of modern principles and practices of governmental procurement and supply-chain management.
- Working knowledge of Canadian contract law.
- Thorough knowledge of laws, policies and procedures governing public procurement.
- Thorough knowledge of the principles, practices and techniques of administration, organization, budget preparation, personnel management, supervision, training and development, financial administration and public relations.
- Ability to develop effective and cooperative working relationships with key internal and external stakeholders, ability to provide strong leadership and direction, clearly defining objectives and motivating employees to accomplish department responsibilities.
- Ability to effectively communicate orally and in writing, including the ability to convey complex and technical subjects in a clear, concise and positive manner.
Graduation from HRM's Aspiring Leader's Program is considered an asset, and completion of the program is equivalent to one year of leadership experience.

WORK STATUS: Permanent, full-time
HOURS OF WORK: Monday to Friday, 8:30am-4:30pm; 35 hours per week. Flex options to work outside of these hours and hybrid may be available.
SALARY: NU10 on the non-union salary scale; $127,570-$155,920. Salary will be commensurate with education and years of applicable experience.
