Job SummaryThe MIS and Data Quality Specialist is responsible for the proper selection, promotion and use of the Guidelines for Management Information Systems (MIS) in Canadian Health Service Organizations within Eastern Health. This is achieved through consultation and data quality initiatives. This position takes a lead role in ensuring that the accounts used to report financial and statistical information reported from the general ledger is MIS compliant. Responsibilities also include collecting and posting of all statistical information to the statistical chart of accounts; collecting, processing, and disseminating a multitude of information and reports to a wide range of customers; and supporting customers in the understanding and analysis of the information as it relates to the MIS chart of accounts.
The incumbent provides guidance in planning and facilitating data quality improvement, reporting, and evaluation initiatives, working directly with clinical and support programs in accordance with MIS guidelines. This requires both high-level and detailed knowledge of the operations and interdependencies of various clinical and support operations across the organization as well as access to confidential information, including financial, payroll and workload data as well as information on organizational efficiency initiatives.
The MIS and Data Quality Specialist is responsible for reporting to DoHCS for all separate facilities within NL Health Services through the DoHCS Teledata system. Information submitted includes annual budget and salary details, budgeted and actual revenue and expenditures monthly, MIS Statistics monthly and quarterly and year-end balance sheet data. The incumbent is responsible for updating and maintaining the general ledger chart of accounts and the reporting structure of the NL Health Services and other key stakeholders; adding, deleting, or modifying primary, secondary, statistical components, account combinations and summary levels; and developing and maintaining of information systems to provide data and reports to internal and external users for the purpose of special reviews and benchmarking. The successful applicant will keep abreast of up-to-date CIHI and DoHCS MIS reporting guidelines. This position reports into the Manager of Budgeting.
Job Qualifications
Education
Completion of a Bachelor Degree in Commerce or Business Administration is required.
Canadian MIS Standards Database Certificate through the Canadian Institute for Health Information (CIHI) is an asset.
Experience
Minimum of two years' experience within the last four working in both MIS and data quality is required.
Competencies (Knowledge, Skills & Abilities)
Knowledge of the provincial and national MIS chart of financial and statistical accounts.
Knowledge of CIHI standards and the ability to identify how any reporting standard changes impact reporting requirements.
Knowledge of accounting and financial reporting, including workload measurement and performance indicators.
Knowledge of the Meditech system as well as various software tools such as Data Base Management, Cognos, MS Excel, Word, PowerPoint, Windows and other PC based applications.
Demonstrated ability to function effectively in a high pressure, diverse and changing environment. Demonstrated ability to develop collaborative working relationships with internal and external stakeholders.
