Legal Counsel
The Board of Commissioners of Public Utilities (Board) is an independent, quasi-judicial regulatory body operating in the province of Newfoundland and Labrador with responsibilities related to the regulation of public utilities, automobile insurance rates, petroleum products pricing, and motor carrier licensing in the province.
Under the direction of the Board's Senior Director of Regulatory and Legal Services, Legal Counsel will be expected to:
- Provide advice to both Commissioners and staff and participate in proceedings before the Board
- Act as a liaison with stakeholders, including the public, to ensure the effective and efficient conclusion of matters brought to the Board
- Advise the Board in relation to regulatory and legal matters
- Draft correspondence and other documentation
- Direct matters before the Board which may involve collaboration with staff, communication with stakeholders, government, the public as well as supervision of outside consultants.
- Act as Board Counsel in hearings and in court
Education and Experience
- A law degree and good standing with the Law society of Newfoundland and Labrador;
- 5+ years in legal practice, with experience in Litigation and Administrative Law; and
- Advocacy experience at tribunals and court.
The ideal candidate will also have:
- Worked with or completed work for a utility or an administrative body
- An educational background or experience in accounting, finance, economics or engineering
- A background working with Indigenous Peoples and Government
- Directed or supervised administrative processes as part of a quasi-judicial body or similar organizations.
Knowledge
The ideal candidate will have knowledge with respect to:
- The common law and legislation related to the Board's mandate
- Administrative and regulatory practice
- Conducting legal research and writing legal opinions
Skills
The ideal candidate will have:
- Exceptional communication skills, both written and oral
- Strong advocacy skills
- Efficient and effective project and work process management skills
- Excellent analytical skills related to complex legal, accounting, engineering and financial issues
- Good interpersonal skills and ability to work well as a part of a team and independently
