Service New Brunswick is seeking qualified candidates to fill a current opportunity within the Health Services division under the Supply Chain Branch as a Director of Procurement.

Reporting to the Executive Director of Supply Chain, the successful candidate from this competition will be empowered to lead high performing procurement teams responsible for procuring goods and services.
As a Director of Procurement, you will be responsible for the following essential duties:
- Providing strategic leadership to procurement teams with diverse experience levels, fostering professional growth and expertise;
- Cultivating a culture of collaboration, innovation, and service excellence within procurement teams;
- Leading the development and execution of purchasing and strategic procurement strategies that are aligned with New Brunswick's procurement goals, and comply with procurement law, and both domestic and international trade agreements;
- Overseeing complex and high-value procurement projects, ensuring efficiency, transparency, and best practices;
- Building and maintaining strategic partnerships with internal stakeholders and suppliers to enhance procurement outcomes;
- Leading high-stakes contract negotiations, ensuring risk mitigation and value optimization;
- Ensuring government's procurement goals and targets for optimizing efficiencies and realizing results are met through the pursuit of innovative approaches and leveraging best business and public procurement practices;
- Exploring opportunities to revitalize sourcing strategies that encourage participation from local New Brunswick suppliers while in compliance of public procurement rules;
- Providing procurement advice to senior and executive levels of management across government
- Leading the development of business cases (including facilitating steering committees and preparing briefing notes) to support decisions related to supply chain strategies by senior leaders;
- Leading the preparation of the annual budgets, monitoring expenditures, analyzing variances and taking action to maintain operations within approved budget;
- Actively seek cost savings without compromising patient safety and quality of care;
- Leading and Implementing process improvements to enhance procurement efficiency and effectiveness;
ESSENTIAL QUALIFICATIONS: A university degree in a related field and a minimum of seven (7) years of progressively responsible experience in a related field, with at least two (2) years in a managerial or mentorship capacity. An equivalent combination of education, training and experience may be considered.
Written and spoken competence in English and French is required for the immediate position.

ASSET QUALIFICATIONS: Preference may be given to candidates that demonstrate:
- Purchasing Designation(s) (CPPB, PSPP, and SCMP) or similar certifications
- Experience with contract negotiations
- Experience working with the Procurement Act and Regulation
- Experience in public procurement purchasing and sourcing
Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.
OPERATIONAL REQUIREMENTS: The following operational requirements are also required:
- This position may require some travelling within the province; therefore, candidates must possess a valid New Brunswick driver's license and have their own means of transportation.
- Candidates will be required to undergo Criminal History Clearance prior to appointment.

Salary: $91,832 to $111,124 annually - Pay Band 7 - Management Non-Union pay plan
