Job Description:

Department Overview

TD Wealth's Governance & Control (G&C) team partners with the Wealth businesses to design, implement, maintain, and monitor effective internal controls and ensure business activities remain within TD Bank's risk appetite and comply with external regulatory requirements.

The team is responsible for ensuring timely and consistent implementation – across all Wealth businesses – of all risk, control and governance programs, initiatives, policies, and strategic business projects. The Wealth Risk & Governance team acts as the primary contact for the Wealth businesses, working closely with subject matter experts from each Wealth business line. The team works together with the business leaders to implement Wealth-wide Governance & Control methodologies, policy frameworks, standards and practices and are key members of enterprise projects / programs requiring Wealth representation.

Reporting to the Vice President, Governance & Control, Wealth National Office, the successful candidate will be accountable for the vision and roadmap for emerging and inflight Regulatory Change initiatives within the context of TD's agile operating environment, inclusive of regulation and legislation interpretation and operationalizing regulatory strategic requirements.

The role of the AVP, Regulatory Enablement & Risk Marketplace includes leading a team working with the line of business agile functions to provide expertise, advice, and triage access to Governance & Control subject matter experts. The role will partner closely with the Compliance teams, Enterprise Risk Management, along with the Wealth line of business agile functions.

Key Responsibilities

  • Develop a vision, roadmap, and reporting for emerging and inflight Regulatory Change initiatives with required deliverables and outcomes
  • Lead regulation and legislation interpretation, perform impact assessment and analysis, and prepare materials required for socialization with senior executives, control partners, project stakeholders, etc.
  • Support business and journey functions in the operationalization of their regulatory and strategic requirements (incl. to high level requirements, ongoing regulatory SME support, and control design support)
  • Optimize Regulatory Centre of Excellence (COE) framework and operationalize model as defined by Enterprise including key structural principles in order to operate as a distinct COE responsible for delivery of regulatory change impacting Wealth businesses
  • Lead Risk Marketplace in Agile operating model through ongoing certifications as required, and engage in interaction model with various stakeholders per Enterprise requirements
  • Review intake of business changes to determine appropriate methodology is applied in accordance with applicable Enterprise Standards (Change, Risk, Compliance) while driving to timely risk identification and assessment.
  • Report on risks and issues per Agile standards and utilization of appropriate tooling supporting KRIs, KPIs
  • Support Agile key functions and Product Owners by assessing risk profiles, decisions, and risk mitigants to enable delivery
  • Proactively manage key stakeholders, control partners, cross segment peers, and corporate functions to help meet product delivery governance requirements
  • Provide expertise and direction to improve and evolve the risk and control environment and promote a strong risk management culture

Qualifications & Experience

  • 7-10 years in a Governance & Control or Strategic role supporting Reg Change and advancing business priorities is desirable
  • Strong knowledge of the wealth management industry is an asset
  • Subject matter expert in Wealth's regulatory landscape, change governance process, and regulatory landscape within securities dealer
  • Proven change agent for regulatory change within compliance and industry landscape
  • Very strong analytical and critical thinking skills
  • Proven people management skills, with a strong ability to effectively lead diverse teams by development training, coaching and ongoing performance management
  • Strong purposeful project management skills; well organized, with a high diligence
  • Solid experience and proven record in working closely with senior management across lines of business within a wealth environment, along with conceptual and critical thinking
  • Ability to manage significant ambiguity and constantly changing circumstances in a challenging environment
  • Works exceptionally well in cross-functional teams and is a champion of collaboration
  • Can seamlessly engage colleagues, business partners, external stakeholders, and employees define shared /common goal
