Halifax Public Libraries is seeking an experienced Senior HR Consultant to join our?Human Resources Team for a one-year term.

ABOUT THE HUMAN RESOURCES TEAM
The Human Resources team works closely with all employees and teams across the organization delivering multiple programs and services including Recruitment; Payroll; Wellness, Health & Safety; and Employee and Labour Relations.
KEY RESPONSIBILITIES

We are seeking an experienced and results-driven Senior HR Consultant to join our team for a one-year term to support the development and delivery of key HR projects and initiatives. The Senior HR Consultant's role combines an understanding of how organizations function at the management level with the vision, planning ability, and drive to generate positive change in as efficient a way as possible. This role will manage and execute projects that significantly enhance our employee experience and grow our capacity, efficiency, and effectiveness.

In this role, you will:

  • Lead and manage the development and delivery of HR programs and process improvements in areas such as performance management, recruitment, onboarding, policy development, respectful workplace and attendance management.
  • Collaborate with stakeholders throughout the organization and HR team members to assess needs, develop project plans, and ensure timely execution of HR initiatives.
  • Leverage technology to support HR processes, systems and data analytics.
  • Provide expert advice to the Director of Human Resources and Senior Leadership on HR trends and best practices.
  • Support the development and implementation of a continuous improvement framework within HR, aligned with the Library's Strategic Plan and priorities.
  • Support change management efforts, including communication and training, to ensure smooth adoption of HR programs.
  • Provide other strategic HR advice and support as needed.

YOU WILL NEED TO HAVE Education and Experience:

  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Minimum of 5-7 years of progressive HR experience with a significant focus in the areas of HR program design, project management, and process improvement.
  • An equivalent combination of education and experience will be considered.

WE WOULD LOVE FOR YOU TO HAVE

  • Demonstrated project management skills and experience developing and implementing significant HR programs, services and initiatives as well as building the documentation to support implementation and training.
  • Strong knowledge of HR best practices, processes, tools, and technologies to improve service delivery.
  • Adept at managing change, including the ability to anticipate and manage the impact on the organization's culture and structure.
  • Strong communication skills, including the ability to communicate and present complex information to different audiences.
  • Ability to get up to speed quickly on our organization, priorities and stakeholders.
  • Proficient in Microsoft Office 365 with the ability to develop reports and presentations.
  • Knowledge of Labour Standards, Human Rights, and other relevant legislation
  • CPHR Designation or equivalent (asset).
  • Experience working in a unionized environment (asset).
