DUTIES

Reporting to the Director, Research Initiatives and Services, the Research Security Manager is the primary contact, support and representative for Memorial University on all matters related to research security and integrity. The incumbent will build institutional capacity in research security risk mitigation and compliance by applying expertise in the principles and practice of safeguarding research, policy analysis, and effective communication. The successful candidate will also serve as a key network liaison in national communities of practice and advisory groups related to research security and integrity. The Research Security Manager will support the University's research mission by providing content, procedural knowledge and process expertise. Duties include supporting and advising researchers and research administrators across the University with the design, implementation, and ongoing compliance of the research security risk mitigation plans, which are becoming required components for external research funding; drawing on existing resources and knowledge of safeguarding research, the Sensitive Technology Research and Affiliations of Concern (STRAC) policy, and the National Security Guidelines for Research Partnerships; building awareness of research security and integrity across the university, providing a variety of training opportunities related to research security and integrity, as well as advising and assisting researchers with sanctions regulations to ensure compliance with all requirements. The Research Security Manager will be responsible for liaising with the Designated Official on controlled goods and be involved in advising senior leadership to help make informed decisions on research security and other related institutional strategies, as well as acting as the University's key contact for external partners on research security and integrity matters.

QUALIFICATIONS

Experience in a research environment at a university, preferably in a post-secondary institution setting that is governed by the Tri-Agency Framework for the Responsible Conduct of Research, or in a government office, or in the Canadian intelligence environment; completion of a graduate degree with work experience in research security, an academic or funding agency environment, a government national security and/or geopolitical environment, and/or an open-source intelligence gathering organization; specialized training or certificates related to the above areas are required. Extensive knowledge of research security, regulations, and national security priorities, including an understanding of sanctions and National Security Guidelines for Research Partnerships is essential for this role. The candidate should have a demonstrable ability to consistently apply high level critical thinking, sound decision-making, and clear communication skills in a high volume, fast-paced environment. The ideal candidate will be familiar with research security-related best practices and compliance with institutional policies and procedures to be successful in the role. Proven success in navigating complex, sensitive, and contentious issues with stakeholder groups having competing or conflicting priorities, while maintaining comfort in an ambiguous environment where diplomacy, discretion, and tact are essential. The ability to prepare detailed guidance resources for compliance purposes, knowledge of Canada's Controlled Goods program, and excellent written and oral communication skills, along with experience delivering presentations and briefings to both experts and lay audiences, are all considered assets.

SALARY $77,775- $100,817 per annum (Management and Professional)
