The Manager, Financial Performance provides sound, timely financial management and planning advice, direction and services to Build Nova Scotia (BNS) divisions in all areas of program delivery and administration. This includes work related to P3 arrangements on matters related to financial and agreement management for projects.

Responsibilities
  • Delivers contract, financial management, and financial planning advice in the areas of budgeting, forecasting, and financial modelling as it pertains to program delivery, administration and P3 provincial agreement management required to support strategic, transformational, operational, and business planning initiatives.
  • Provides expert financial advice on funding models and other direct financial needs of the division as informed by consultation with relevant stakeholders. Provides senior management with financial reports and information on financial planning matters including budget, forecast, exception analysis, financial analysis, and accountability and performance measurement.
  • Ensure the division's budget is developed and allocated with a corporate perspective to achieve the objectives of BNS's strategic plans and any federal action plans by supporting the budget process. Manages the monthly forecast process for the division, working with senior staff of the division to compile realistic and financially accurate forecasts. This includes providing program analysis and guidance, ensuring project/program managers receive all necessary information needed to complete accurate operating forecasts in a timely and effective manner. Ensure forecast reports and analyses are completed and approved within assigned deadlines.
  • Ensure the overall integrity, objectivity, and fair representation of BNS division's financial performance which contributes to the integrity of the operating results of the department.
  • Responsible for ensuring the existence of effective internal controls over financial operations of the division. Where necessary, strengthens internal controls and risk management practices for programs and financial processes through developing effective and efficient financial workflows, processes and accountabilities, monitoring compliance, and assigning clear roles and responsibilities, that ensure the safeguarding of government funding and achievement of the goals and objectives of the division, the department, and government.
  • Confirm that recommendations to the Office of the Auditor General (OAG), Internal Audit and External Audit are addressed in a timely and appropriate manner. Adhere to all financial policies and standards, Generally Accepted Accounting Principles (GAAP), and Public Sector Accounting Board (PSAB) principles and standards. Supports compliance reporting and coordinates annual external audits.
  • May perform other duties as assigned.
Qualifications
  • Due to the complexity and evolving nature of financial reporting and requirements, this position requires the incumbent to hold a professional accounting designation (i.e., CPA) and be a member in good standing.
  • 5 years of financial experience in the key areas of responsibility including internal control, audit and financial statement preparation and analysis.
  • Must maintain professional integrity and ethics while sustaining relationships and balancing conflicting demands from various stakeholders.
  • Experience working with healthcare projects and P3 delivery models would be an asset.
  • Must be highly organized with a key focus on time management to achieve deadlines.
  • Proficiency with MS Office including Excel along with experience using accounting and finance related systems.
